Job Title: Wrap Around Care Programme Manager

Location: Hybrid Role - Working from Home/Office/Visits to Schools

Rate of Pay: £550 per day Umbrella or £423.08 per day PAYE

Working Hours: Full Time - 37 hours per week

Type: Ongoing Temporary Role

Opus People Solutions are working with North Northamptonshire Council to recruit for a Wrap Around Care Programme Manager. The Programme Manager will be responsible for defining, developing and successfully delivering key transformation programmes and projects within a specified service area which are complex and/or have a high level of risk attached.

The role is responsible for leading and managing a team which consists of highly skilled Project Managers and Change Engagement Manager(s) who deliver key transformation projects, including the on-boarding of new partners and the implementation of business change through the exploitation or implementation of new technologies and business systems and processes.

To lead the successful delivery of allocated programme and project outcomes, benefits and financial targets, including the implementation of allocated large-scale partnership projects. They will achieve efficient delivery of programmes & projects through proactively developing key relationships with key internal stakeholders.

Main Responsibilities:

  • Coordinate the wraparound provision as directed by the Programme Lead
  • Develop and deliver a commissioning strategy for wraparound childcare provision in collaboration with stakeholders and providers
  • Consult with parents/carers, providers, as needed about demand for wraparound childcare
  • Provide business planning and marketing advice and guidance to new and existing early years childcare providers and schools to develop, support and sustain childcare provision for children from reception to year six
  • Inspire, influence, and motivate head teachers, governors, managers, lead partners, senior education leaders and early years/childcare practitioners
  • Work closely with the finance officer and providers to complete funding applications and business plans to support the development of high-quality, sustainable provision
  • Provide ongoing monitoring, advice, support and challenge providers to ensure high quality inclusive practice is maintained, improvements are monitored and poor practice is reported through appropriate channels * Identify and share models of best practice
  • Contribute to the development of cross-sector provider networks and support their effectiveness
  • Work collaboratively within the local authority and with key external agencies to ensure joined up partnership working to meet individual needs of children and families. This will involve forming relationships between the local authority, local job centres, providers and community representatives
  • Communicate the wraparound offer through existing channels to the public, wraparound childcare providers and other key agencies
  • To maintain accurate and up to date data and records relating to the WAC project
  • Monitor and report on take up, availability, supply and demand and work with the DfE to provide ongoing accurate data to support with the monitoring and evaluation of the programme
  • Any other responsibility as directed by the Programme Lead
  • Responsible for the delivery and implementation of the Council's transformation and service improvement programme to ensure the achievement of cost and efficiency savings and service/performance improvements to clients and partners.
  • To lead, manage and develop staff in the team, ensuring high levels of utilisation. To promote, deploy and prioritise the use of staff to ensure that projects are delivered on time, on budget.
  • To challenge, influence, empower and work in partnership with senior leaders, new partners, senior managers and staff across the Council delivering the transformation strategic priorities and corporate plan priorities through successful delivery of projects and programmes.
  • To lead reviewing and setting the delivery plans, performance targets and objectives for the programmes and projects within the area they are responsible for.

Experience:

  • PMO3, MSP, PRINCE2 or equivalent programme/project management qualification or equivalent by significant experience
  • Robust knowledge of the range of operating vehicles for the delivery of shared services
  • Budget Management across a range of programmes
  • Substantial experience of leading and managing high quality wraparound provision.
  • Experience of collaborative work with a range of practitioners and agencies.
  • Experience of working with parents/carers.
  • Experience of safeguarding children.
  • Experience of evaluating, monitoring and improving service quality.
