We are currently recruiting for a Support Accountant to join Gwent Police at their HQ in Cwmbran.

This role would be full time, Monday - Friday, hybrid, at �15.48 per hour. The position is a temporary role until the end of November 2024.

PLEASE NOTE DUE TO POLICE VETTING REQUIREMENT YOU MUST HAVE BEEN RESIDING WITHIN THE UK CONTINUOUSLY FOR AT LEAST 3 YEARS AT THE TIME OF APPLICATION ANYTHING LESS THAN THIS WILL NOT BE CONSIDERED.

The role: To support the Senior and Assistant Accountants and wider department in the provision of financial stewardship and business management support to efficiently and effectively deliver the OPCC's priorities.

  • To be responsible for the provision and maintenance of transactional financial information
  • n to other Finance team members to ensure that the priorities and demands of the team are timely and accurately delivered
  • To support the Finance team in the provision of medium term financial planning, and the maintenance of the budgetary control system
  • To be responsible for the verification of mutual aid claim paperwork (typically timesheets and expenses) to facilitate accurate and timely submission and review of mutual aid claims.
  • To provide business partnering support to smaller/ less complex workstreams.
  • To maintain access rights, log ins and provide system maintenance for finance back office functions (in conjunction with IT support providers).
  • To support the production of the statutory financial statements in line with the CIPFA Code of Practice on Local Authority Accounting and International Financial Reporting Standards
  • To assist in the delivery of the annual budget setting process to ensure the annual budget is set in a timely and accurate manner
  • To undertake the timely and effective completion of the less complex control account reconciliations in line with Financial Procedures.
  • To liaise with internal and external Auditors to ensure systems and process changes are audit compliant and new recommendations are implemented within the appropriate timescales.
  • To assist in the maintenance of the OPCC's Financial Procedures Manual to ensure robust corporate governance and financial stewardship
  • To assist in updating the OPCC's fixed asset register through the maintenance of statutory accounting records and capital returns.
  • To support the Finance team in the delivery of robust business planning and business change initiatives and assist in the financial management and stewardship of externally funded grant schemes, including the accurate and timely completion of Grant returns and claims
  • To prepare both statutory and non-statutory returns for review and approval by the Senior and Assistant Accountants. Examples of these are the Collaboration Returns.
  • To support the Finance team in the delivery of efficient and effective Treasury and Cash Management processes to ensure appropriate investment of OPCC funds. This will include responsibility for the allocation of daily cash balances, maintaining the system drive cash book, and providing resilience support to the Cashier as required.
  • To maintain financial ledgers and related computer systems to ensure the completeness, relevance, accuracy and timeliness of financial/business information is upheld.
  • To support the Finance team in the delivery of KPIs, Objective Analysis, activity analysis and benchmarking information.
  • In liaison with Force Research Officers produce FOI requests for review by the Head of Finance as required

Knowledge:

  • This role is a development role. It is expected that the individual's undertaking the role will be studying, or will commence study, towards a recognised financial qualification.
  • Must have experience of working within multi-disciplined financial arena.
  • Must have experience of working in time sensitive situations and the ability to manage workload to ensure deadlines are met.
  • Must have previous experience of using computerised financial management information systems.
  • Must have previous experience of analysing data using a variety of applications/methods including option appraisal techniques to provide management information.
  • Must have strong communication skills and a proactive mind-set
  • Must have knowledge of the financial flows relating to public bodies.
  • Must have outline knowledge of corporate and financial governance, including Financial Regulations and Manual of Governance.
  • Must be willing to study for recognised qualification and be able to evidence Continual Professional Development.
  • Must have a practical knowledge of computer applications (such as Microsoft Office and data extraction tools) to compile data and produce management information.
  • Level 1 Welsh essential (training will be given). Welsh language skills Level 2 and above are desirable.
