Spatial Planning Group Manager
Grade M (£53,389 - £57,792 / 2024 pay award pending)
We are looking for a highly motivated and experienced town planner to lead our Spatial Planning Group. This currently consists of two teams:
a Planning Policy team which is responsible for local plan preparation, planning policy advice and a range exciting and complex projects, such as taking forward our City Centre Vision, including a Design Guide for the City Centre
an Implementation Team which is responsible for negotiating and monitoring s106 Obligations and for conservation, public art and rights of way
This is an opportunity to take on a senior post within the planning service, reporting directly to the Chief Planning Officer and a key part of the services’ management team

The Opportunity
In the role of Spatial Planning Group Manager, here’s an example of what you’ll be doing to make an impact:
The post holder will provide strategic leadership and management support for the group, including managing its budget, and will lead on joint working with partner authorities, which includes preparing aligned local plans within the Derby Housing Market Area and the preparation of a Joint Minerals and a Joint Waste Local Plan with Derbyshire County Council
The post will also provide strategic leadership to the Implementation team, though will not generally be expected to take part directly in negotiating s106 Obligations
The post holder will be required to attend our cross party Local Plans Working Group along with occasional attendance at public meetings, Cabinet and Committee meetings and a range of external partnership meetings
About You
To be successful in this role:
You should have a degree in Town and Country Planning (or Equivalent) and membership of the Royal Town Planning Institute and, ideally, also a qualification in management such as a DMS.
You should have a good working knowledge of town planning and related legislation, regulations, policies and good practice, including those relating to placemaking, including the built environment and rights of way functions of the Group.
Extensive and up-to-date experience of all aspects of preparing Local Plans, including Examinations in Public, is essential, ideally with recent experience of managing a local plans team.
Experience of preparing Minerals and Waste Local Plans, whilst helpful, is not necessary, though you should be able to understand the issues sufficiently to brief key members and officers, particularly as they relate to Derby.
You should have a good working knowledge of s106 Obligations and how funds are used to mitigate the impact of development proposals. However, you need not have direct experience of negotiating these.
Ideally, you should have experience of managing budgets associated with Local Plan making
This post requires initiative and the ability to think creatively and independently. It also requires excellent communication, leadership, negotiation and motivational skills as there will be a need to communicate with a wide variety of people and groups in various situations
The post holder will need to be able to travel to various locations around the city and beyond, both to undertake site visits and to attend meetings
Whilst we operate a flexible and hybrid approach to working times and work locations, the post holder will be expected to work in the Council House office as required and at least on two days a week. The post holder will also be expected to work occasional evenings and Saturdays
