Position: Senior Quantity Surveyor
Location: Cambridgeshire
Salary Guide: £55-65k (Neg DOE), Car/Allowance, and excellent benefits package
Our Client: Is a Tier 1 design and build engineering contractor operating predominately in the water industry, who are delivering a significant proportion of Anglian Waters programme of clean and wastewater infrastructure and non-infrastructure projects.
The Project: Cambridge relocation project is the design & build of a modern, low carbon wastewater treatment plant to provide vital services for the community and environment which will recycle water and nutrients, produce green energy.
Known as the Cambridge Wastewater Treatment Plant Relocation Project, Anglian Water will work with their partners to help deliver this fantastic opportunity. The relocation would make the site of the existing WWTP available to form part of the development of a new low-carbon city district.
The Role: Accountable to the Commercial Manager for:
Commercial and cost management of a project from inception through to close out.
Provide commercial support to both the delivery management and on-site delivery teams.
Ensure that operations are carried out to control costs, maximising value, minimising future liabilities and maintaining the required standard of quality and safety whilst also ensuring that maximum efficiencies are obtained and full compliance with governance procedures is achieved.
Work as part of an integrated delivery team providing commercial challenge and recommending actions to achieve and create an environment of out-performance.
Responsibilities: Assist the estimator to ensure robust estimates are provided that align to scope and make allowance for risks and opportunities including any necessary analysis, transfer of data to the procurement system and Cost Base.
Subcontracts are properly prepared & reflect agreed scope.
Subcontracts are properly managed in accordance with contract requirements including compliance with all responses to communications, payments, early warnings, compensation events, programme submissions etc., that all contract files are maintained & kept up to date.
Work closely with the procurement team, Construction Manager and Project Manager to develop & monitor procurement strategy.
Work closely with the site team, attending site regularly to ensure they are aware of and can manage the allowances and outputs, provide robust challenge to achieve outperformance, communicate change control and escalate when necessary.
Accurate live forecasting taking into account the programme and reporting in accordance with the respective work breakdown structure/cost breakdown structure.
Actual costs are monitored and assessed against baseline, value of work done, solution cost progress, affordability challenges and final outturn calculations, reporting either weekly or otherwise as agreed with the Commercial Manager whilst observing the projects governance.
Ensure all efficiencies are reflected in the reporting tools provided to the Clients timeline.
Provide reports on actual costs vs. estimate & identifying underlying reasons for any variance & resolutions, in particular highlight, challenge & resolve variance to latest plans.
Records of deliveries (GRNs) are undertaken in a timely manner.
Ensure that all project team members (including site staff) understand the contractual arrangements to satisfy Client and Consortium requirements.
Work with the integrated delivery team to assist with project and programme risk mitigation plans are considered, put in place and administered.
Ensure that the Contract is properly administered including timely issue of Early Warnings, Contractual Notices, Owner Controlled Insurance Policy (OCIP) etc., in particular ensure that the Project Lead, Project Manager, Commercial Manager is kept informed of all relevant commercial issues including contract correspondence and preparing responses where appropriate.
Working in collaboration with the Delivery Team to identify implement and monitor efficiency plans throughout the lifecycle of a project or programme of projects to mitigate any increases.
Any withheld, disputed, inadmissible or disallowed costs are identified and reported to the Commercial Manager.
Any inadmissible costs are not included within the project/programme of projects costs.
Experience: Qualification in a quantity surveying, construction management, engineering or cost discipline.
Chartered surveyor or working towards chartered status.
Experience in managing costs through a complex Cost Breakdown Structure (CBS).
Experience in NEC forms of contract.
Experience of large construction projects (water industry preferred)
Proven record in delivering large projects to program, budget, and quality requirements.
