Role: Senior Project Engineer (Telecoms)
Salary: Ј55,596 to Ј62,546 to per annum
Location: Manchester, Leeds or York
Contract Type: Full time, Permanent
Office Requirement: The role is principally office based for at least 3 day per week with frequent weekly travel expected to other Network Rail or Supplier offices, in particular the city of Leeds where TRU Central/Digital will principally be based. During project delivery it is also expected that some lineside project site office working will be required.

The Transpennine Route Upgrade (TRU) is a Programme of activities that is improving the railway between York and Manchester via Leeds and Huddersfield.
Stretching across the North of England, this key 76-mile Transpennine railway serves 23 stations, crosses over and dips under 285 bridges and viaducts, passes through six miles of tunnels, and crosses over 29 level crossings.
Proposed improvements as will deliver a hard-working, reliable railway for passengers, allowing for trains with more seats, more services and faster journey times.

Brief Description
This role sits within the TRU Central delivery team reporting to the Programme Engineering Manager (PEM) & Project Delivery Engineering Manager (PDEM), principally working on the W2BC major enhancement project that commissions in 2032 and the TRU Digital ETCS Project.
TRU Central's W2BC project is currently in Engineering Stage (ES) 4 and is a Ј1.5B major enhancement project located between Stalybridge and Huddersfield on the Transpennine Route, with a geographic footprint that covers 18 miles of railway through the Peak District. The Project consist of linespeed increases, full electrification, the addition of a third line between Marsden and Gledholt, track and drainage renewals throughout, 4 new and modified trains stations, major civil engineering interventions within tunnels and on viaducts, the provision of W12 gauge clearances at all structures across the route, new slab track throughout Stalybridge and Scout Tunnels & also new/modified signalling and telecoms equipment throughout.
TRU Digital's ETCS Project forms part of the Transpennine Route Upgrade (TRU) programme, with a remit to introduce elements of digital technology on the route between York and Manchester Victoria.
The current plan is to deploy an ETCS (European Train Control System) solution on part of the route between Stalybridge and Colton Junction (via Leeds) commencing from 2030. This Project is currently in Engineering Stage (ES) 4.
We are looking for demonstrably experienced Senior Project Engineer (Telecoms) that is keen and enthusiastic, with demonstrable experience of delivering railway resignalling projects, changes to the Fixed Telecomms Network (expanded) (FTN-x), changes to the GSM-R network, changes to lineside telecomms and Rail Operating Centre (ROC) infrastructure, whilst also having experience of radio communications. The successful candidate must be capable of collaborating with the supply chain and be apply the principles set out in the Construction (Design and Management) (CDM) Regulations & the Common Safety Method for Risk Evaluation and Assessment (CSM-RA).
About the role (External)
Some of the key accountabilities of this role are:
1.
Implement digital railway systems and procedures to deliver a cost effective, high quality and safe approach to design, construction, commissioning and other technical activities on relevant projects. Review all relevant legislation and liaise with relevant governmental departments.
2.
Monitor the competence of all Project Engineers working on projects associated with Digital Railway Programme outputs and provide functional guidance, direction and briefing.
3.
Apply engineering controls and procedures to all projects and check whether all design and construction contracts include reference to appropriate Railway Group and Company standards applicable to their discipline.
4.
Apply relevant techniques and procedures of quantified and qualitative risk assessment and HAZOP analysis to all projects and check whether the environmental aspects of all projects are managed in accordance with Environmental Policy.
5.
Monitor all projects for compliance with Railway Group and Company standards and Digital Railway Programme project control procedures.
6.
Advise project and programme management in respect of all construction activities, testing and commissioning, and site supervision.
Monitor whether the design and construction elements meet the requirements of legislation, including construction design management (CDM) regulations.
7.
Assure whether contractors' design, construction and specialist personnel are competent.
8.
Undertake reviews of design and construction activities.
Arrange audits of contractors to monitor whether safety and quality of design, construction testing and commissioning and management systems are adequate.
9.
Undertake the duties of nominated design and construction / design construction engineer.
10.
Undertake accident investigations when remitted to by the relevant designated competent person.We need you to have:

Significant experience in engineering disciplines, ideally with involvement in construction and design projects across multi discipline areas

Technical qualifications to at least HND level or equivalent

Membership of a relevant professional institution

Experience of major contracting

Knowledge of structuring safety cases in support of projects

Knowledge of safety management and quality assurance

Understanding of the arrangements required for the independent assessment of works

Accident investigation experienceIt would be advantageous if you have:

Chartered status or equivalent in the particular discipline

Significant experience in delivering railway resignalling projects, changes to the Fixed Telecomms Network (expanded) (FTN-x), changes to the GSM-R network, changes to lineside telecomms and Rail Operating Centre (ROC) infrastructure and radio telecomms.
