The role(s) sit within the TRU Central delivery team reporting to the Project Delivery Engineering Manager (PDEM), working as part of our Renewals and Enhancements team, on a diverse portfolio of projects within TRU Central.The project portfolio currently includes a number of TRU Central projects that are both in delivery and development. These projects include the W4E Project, the Depots & Stabling Project, the Diversionary Route (Resilience) Project and the Leeds North West Platform Extension (LNWPE) Project.The role is principally office based (in York) for at least 3 days per week with occasional travel expected in order to work in other Network Rail or supplier offices between York or Leeds. During project delivery it is also expected that lineside site-based inspections and site office working will be required.Drugs & Alcohol test: All prospective candidates offered a conditional role will be required to undergo and pass a drugs and alcohol test. Your application will be rescinded if you record a positive test. All positive drugs and alcohol test results for prospective candidates will be securely held on Sentinel database and a 5 year suspension from applying for a safety critical role, a role which requires PTS certification or a Key Safety role on Network Rail Managed Infrastructure will be enforcedKeeping people safe on the railway is at the heart of everything we do, safe behaviour is therefore a requirement of working for Network Rail. We retain the right to close the advert before the listed closing date based on application volumes.Main ResponsibilitySome of the key accountabilities of this role are:Implement digital railway systems and procedures to deliver a cost effective, high quality and safe approach to design, construction, commissioning and other technical activities on relevant projects. Review all relevant legislation and liaise with relevant governmental departments.Monitor the competence of all Project Engineers working on projects associated with Digital Railway Programme outputs and provide functional guidance, direction and briefing.Apply engineering controls and procedures to all projects and check whether all design and construction contracts include reference to appropriate Railway Group and Company standards applicable to their discipline.Apply relevant techniques and procedures of quantified and qualitative risk assessment and HAZOP analysis to all projects and check whether the environmental aspects of all projects are managed in accordance with Environmental Policy.Monitor all projects for compliance with Railway Group and Company standards and Digital Railway Programme project control procedures.Advise project and programme management in respect of all construction activities, testing and commissioning, and site supervision. Monitor whether the design and construction elements meet the requirements of legislation, including construction design management (CDM) regulations.Assure whether contractors’ design, construction and specialist personnel are competent.Undertake reviews of design and construction activities. Arrange audits of contractors to monitor whether safety and quality of design, construction testing and commissioning and management systems are adequate.Undertake the duties of nominated design and construction / design construction engineer.Undertake accident investigations when remitted to by the relevant designated competent person.The Ideal CandidateWe are looking for a demonstrably experienced engineer with a proven Designated Project Engineer (DPE) or Contractors Engineering Manager (CEM) background in project delivery. You must be keen and enthusiastic, with demonstrable experience of delivering projects, collaborating with the supply chain, applying the principles of the Common Safety Method for Risk Evaluation and Assessment (CSM-RA) and undertaking either engineering management or line management of a team of engineers.Significant experience in engineering disciplines, ideally with involvement in construction and design projects across multi discipline areasTechnical qualifications to at least HND level or equivalentMembership of a relevant professional institutionExperience of major contractingKnowledge of structuring safety cases in support of projectsKnowledge of safety management and quality assuranceUnderstanding of the arrangements required for the independent assessment of worksChartered status or equivalent in the particular disciplineAppreciation of environmental issues in engineering worksDemonstrable experience in the application of the Common Safety Method for Risk Evaluation and Assessment (CSM-RA) and the application of the Interoperability Regulations on railway projectsDemonstrable experience of undertaking the role of DPE, CEM or Engineering Management within a railway delivery project environmentPackage DescriptionKey InformationSalary: £55,596 per annum to £62,546 per annumLocation: York or Leeds (3 days per week expected in York).Contract Type: Permanent28 days annual leave + bank holidaysEmployees will be entitled to a 75% discount off leisure travel this includes off peak and super off-peak tickets.
