Wandle Housing Association is developing (with other London housing providers) a procurement Shared Service, and this is an exciting opportunity to be at the forefront of this transformation. The role will be as the Senior Procurement Officer for the newly established Shared Service.The Senior Procurement Officer(s) will be expected to support the Head of Procurement, and lead in the management and support of procurement activities across the Shared Service. They will also be involved in the development and transformation of the procurement function for each member of the Shared Service.Job PurposeThe purpose of the role is to deliver procurement outcomes to meet the needs of members within the Shared Service, being able to adapt to deliver a consistent service to all members in line with both the current Public Contract Regulations 2015, but also the forthcoming Procurement Act 2023 and Procurement Regulations 2024.Senior Procurement Officers will need to:Support in the annual diagnostic review for members of the Shared Service, and then implementing agreed support/transformation plans and aspirations of the member Housing Associations. (Diagnostic reviews will be carried out as part of the partnership between members and the Procurement Shared Service, to ensure the initial and going success of this working relationship. It will review current processes, policies, and behaviour within each member to identify areas of current best practice, as well as highlight improvement opportunities to become a model of overall best practice and best value.)Provide specialist procurement advice and support to the Shared Service members in a timely manner.Enhance the effective use of resources and improve the quality and value for money within contracts procured.Promote, facilitate and assist in the development of the strategic approach to service delivery, with a customer-oriented philosophy.Participate in the production of regular detailed and quality management information relating to performance management and to take action as appropriate.Support in actions to prepare for the impact of the Procurement Act 2023 and Procurement Regulations 2024.Ensure compliance and accountability to national Procurement legislation, internal Procurement Procedure Rules as well as other internal policies and strategies.A day in the life:To Manage a Procurement Officer within the team, responsible for their development and workloadTo assist the Head of Procurement in managing the team’s work demands, providing advice to senior Managers and escalating any issues as appropriateTo represent the Shared Service in a professional way at all timesTo facilitate cultural change across the members of the Shared Service to deliver effective and efficient procurementTo develop and deliver training and awareness to other team members, as well as the wider staff within the Shared Service membersTo undertake procurement activities, including (but not limited to)undertaking individual procurement projects including the letting of contracts, preparation of guidance documents and analysis of procurement options as requiredbeing legally compliant at all timesconducting and offering procurement solutions that meet or exceed the stated objectiveswhere appropriate, encouraging and developing collaborative procurement opportunities and solutionscapturing savings, social value benefits and other efficienciesproviding strategic procurement advice and support to the member organisations as requiredTo undertake procurement related research in order to keep up to date with current legislation, innovative initiatives and best practice. This may lead to presenting findings and research to various audiences within the Shared Service!!! Please refer to the attached Role Profile for more information on the responsibilities and requirements for the role. What you will need to have:Essential Skills and Experience:MCIPS qualification (either full or working towards)Expert in public sector procurement regulationsMinimum of one-year proven experience in public sector procurement, working within the Public Contract Regulations 2015Track record of delivering outcomes in relation to procurement activities, specifically above the public procurement thresholdEvidence of delivering procurement activities using a variety of routes to marketEffectively manage and prioritise multiple work demands and prioritiesExperience of coaching, supporting, supervising and assisting staffAbility to communicate and positively engage with a wide range of stakeholdersProven ability to influence senior stakeholdersExperience using and implementing eTendering systems (such as Delta and ProContract)What next?If you want to be part of a winning team that takes pride in delivering a positive experience to our customers and believe you have the skills and experience to be successful in this role, we would love to hear from you.
