The Procurement Team is responsible from the concept to contract of the Procurement lifecycle, covering Category Management, market analysis, sourcing, negotiation, and contracting for goods, works and services and in line with DCCs licence and Procurement Policy, working alongside the in-life Category Management and Strategic Supplier Relationship Management teams as part of the commercial function.As part of DCC’s procurement transformation, DCC is creating a Sourcing function of 20 people, consisting of a Head of Sourcing, 4 Senior Procurement Managers, 12 Procurement Managers and 3 buyers and a Commercial Finance analyst. The Senior Procurement Manager will lead a team of 4 procurement managers and buyers, to deliver a category led buying approach from tactical buying to strategic multi-year procurements. The role reports into the Head of Sourcing.What will you be doing?The Senior Procurement Manager will be responsible for: -Manage, lead, and deliver sourcing activity to assigned projects and categories utilising established negotiation, benchmarking, strategic sourcing techniques & sustainability policies.Working with C-Suite executives within and outside DCC to set and implement, sourcing and procurement strategies for all assigned DCC’s 3rd party spend –£500-£1bn/10yrs per Category.Providing thought leadership on sourcing models to meet the different needs of the business – from catalogue and auctions through to complex multi-year transformational procurements.Providing sourcing expertise on one of the following areas: - Telecoms, Technology and IT, Security, Outsourcing, Innovation and Professional ServicesThe Senior Procurement Manager must be able to demonstrate experience as follows: -Experience in leading Procurement Teams.Manage, lead, and deliver sourcing activity to assigned projects and categories utilising established negotiation, benchmarking & strategic sourcing techniques & sustainability policies that aligns with the Net Zero aims in the UK Government.Creation and implementation of supplier contracts, incorporating key commercial and contractual requirementsUnderstanding of regulated and a non-regulated procurement and sourcing environments.Ideally with reference to secure and critical national industries.Extensive Executive Stakeholder ManagementThese roles will change how we will consume energy for the next generation (25 years) and beyond. They are critical to support DCC and the Smart Meter programme.What are we looking for?Technical:Significant Sourcing experience with a demonstrable track record of savings deliveryStrong research and analytical capabilities, in particular supply market research, spend analysis, business requirements analysis and bidder response evaluationProven level of negotiation and dispute resolution skill setExperience with cross-functional collaborative working methodsSolution driven, innovator, focusing on total cost and value creationAn analytical mind-set: comfortable manipulating large volumes of dataOutstanding track record of analytics, problem-solving, innovation and risk mitigationStrong attention to details and proven ability to work in an open / auditable way fitting to a regulated environmentInterpersonal:Open, collaborative, and engaging styleStrong written and verbal communication.
