Pay Rate: £34.00 per hour PAYE
37 Monday – Friday, normal working hours
This opening assignment is for 5 months
City: EXETER
The applicant will be required to visit the city (Exeter) at least once a week for site visits.
Dealing with a caseload of planning applications – small majors, discharge of conditions, minors and some householder applications. Post is to address a backlog of planning applications. The applicant will be expected to process a high volume of applications.
Key responsibilities:
As a senior member of the team, in relation to physical development proposals (particularly in respect of major schemes) or changes of use, to provide Planning advice, negotiate improvements, propose and agree solutions, negotiate and agree S106 Contributions.
Provide advice/assistance in connection with preparation of Local Development Documents, Supplementary Planning Documents etc. including attendance at public meetings, where directed.
Process own and overseeing junior officers applications for planning permission, Conservation Area Consent, Listed Building Consent and others, to recommendation and decision stages, in accordance with National and Council approved planning policies and other material considerations.
Adopt a proactive Development Management approach to dealing with major applications in a project management environment with a Development Team Approach and use of Planning Performance Agreements and other project management tools.
Prepare written and/or illustrative submissions for, and act as expert witness at planning appeal hearings and Inquiries, or as otherwise required.
Prepare and present reports at the Development Control Committee.
In connection with the above, as part of the Development Team, to liaise/work with other officers/Members of the Council, and external bodies to bring about desired outcomes which address customer needs, e.g. Enforcement Officer, Building Control Officers, consultants and developers.
Assist the Principal Planner in achieving continuous improvement in delivery of Development Control services through best practice, innovation and team working, in line with Best Value principles.
Provide advice to or assist customers of the service outside of the formal application process.
