Job Summary• The post holder will support the Heads of the Directorate to deliver effective contractual management within the designated areas of the ICB. The role is an integral part of the Finance Directorate, providing reliable and effective management of contractual programmes and processes which deliver in line with required timescales. • Provide contract support and build and maintain collaborative relationships across ICB teams and wider ICS including all external stakeholders.• Work with the Heads of the Directorate to ensure there is optimisation of contractual management across the ICB. • Be able to identify and report risk and issues as they arise • Work with other teams across the Directorate to ensure consistency of planning and reporting to ensure information is properly managed and best practice is shared across the team, Directorate and the wider NHS organisation• Work with other teams to lead a coordinated approach to training & development and recruitment activity across the Directorate. • The above is only an outline of the tasks, responsibilities and outcomes required of the role. Main duties of the job
Operate effectively in a flexible and demanding environment and proactively engage with ICB, working with wider teams and stakeholders on all financial matters.
Participate in relevant internal and external working groups/projects, services and initiatives to provide, information and analytical advice and expertise
Develop and implement data collection systems that will provide accurate and timely data
To provide financial advice, interpret financial information and budgets, and maintain professional working relationships with all internal and external stakeholders

Project Manage and collaboratively work with teams across the ICS for the annual contracting cycle.
Provide technical support drafting NHS Standard contracts, variations, contract monitoring, data reporting review and identifying/monitoring risks.
Provide advice and guidance related to healthcare contracts to ICB teams.
Contribute to the development of procedures and processes within the contracting team function.
Support the delivery of ad hoc analysis enabling an effective response to colleagues' queries; Freedom of Information requests; regulator reviews and various other external and internal requirements.
Provide coordination of and participate in relevant internal and external working groups and provide project advice, expertise and support where requested
Provide relevant and timely specialist advice and guidance on own portfolio of projects/function
Management of a risk and issues tracking mechanism and its proactive resolution and escalation processes.
3.2 Financial and physical resources
Support the day to day delivery of contract management
Prepare management reports on the performance, activity and variances to plans and forecasts, highlighting and investigating key variances
Produce accurate, timely and user-friendly contractual information
Assist with queries with staff and suppliers, which are often complex and sensitive issues
Assist in the planning process for contracts working with teams across the ICB
Ensure contractual plans are accurate and aligned to organisational plans.
Ensure compliance with the financial control and governance framework, including change initiatives
Ensure effective financial/ business controls, processes and systems exist to assure the integrity of financial records

Experience
Essential criteria
Detailed knowledge of specialist areas, acquired through post graduate diploma or equivalent experience or training plus further specialist knowledge or experience to master's level equivalent.
Significant of experience of working autonomously at a similar level in specialist area - showing both theoretical and practical experience.
Experience of business case development and appraisal
