Senior Building Services Mechanical Design Engineer

The Role
The Council Projects Delivery Unit is seeking an experienced and energetic Senior Building Services Design Engineer to work alongside its multi-disciplinary team of professionals to support the Councils development portfolio.
The successful applicant will be based in Perceval House and working around the borough of Ealing and will need to be highly self-motivated and possessing a firm commercial grounding.
This is a full-time and permanent post with a minimum requirement of 2 days per week in the office.
Key Responsibilities
Provision of professional Senior Mechanical Engineering duties and services as part of the multi-discipline design and project management Delivery Unit within Economy & Sustainability.
Responsible and accountable for the delivery of services on projects that are Cross Council in nature and support the aims and objectives of the Council Plan.
Responsible for the Design, Specification, Procurement, Contract Administration and Supervisory duties for a wide range of new build and building maintenance refurbishment projects, on local authority buildings i.e. Schools, Libraries, Childrens Centres, Leisure Centres, Social Services etc
Responsible for the occasional project specific line management of graduates and junior members of staff.
Responsible for the performance management of Consultants and Works Contractors.
Responsible for ensuring energy saving carbon reduction methods are incorporated wherever possible into Modernisation, Minor works projects and into all new build projects to support the Councils Climate Change Policy and strategy to address the climate crisis moving towards net zero
Responsible for collaborating and supporting a professional multi-disciplinary team delivering a programme of works in excess of £30m per annum
Responsible for supporting and mentoring junior staff
Responsible for the management of Contractors and external consultants
Responsible for the identification and analysis of complex mechanical defects
Responsible for the provision of prioritised reports and cost plans for the rectification of mechanical defects/capital modernisation projects
Responsible for developing accurate Design Briefs, Option Appraisals and Feasibility Studies with clients, stakeholders and professional design team members
Responsible for implementing design solutions to achieve best value for money for the Council
Supporting the production of monthly project progress and financial Monitoring Reports to Executive Director, Capital Board, Cabinet and Council Members
Be an active team player within the PDU team collaborating and supporting colleagues across the unit.
Essential knowledge, skills and abilities
Demonstrable experience and detailed knowledge of construction contract law and associated regulations, Planning, Building Control (Building Regs), CDM regulations etc
Understanding of Council policies including Contract Procurement and Procedure rules
Very Strong track record in Mechanical Engineering with demonstrable competence in Contract Administration experience within construction using various forms of contract, ideally the JCT and NEC forms of contract
Excellent knowledge of various construction project procurement methods including design & build, traditional and use of recognised frameworks
Excellent knowledge and understanding of construction processes and types
Experienced and analytical in identifying mechanical defects and their rectification
Demonstrates sound track record in specifying and procuring value for money solutions for mechanical defects, modernisation, expansion and new build projects through the RIBA work stages.
IT literate with excellent proficiency with MS Excel, MS Word, MS Project and NBS Chorus. AutoCAD, Revit and MEPWorx skills would be an advantage. Flexible and able to adopt the use of new software as and when required.
Essential qualification(s) and experience
Degree qualified in Mechanical Engineering or equivalent
Chartered Engineer Status in building services mechanical engineering or equivalent
Corporate IMechE/CIBSE/MIET Membership or equivalent
In excess of 5 years Qualified Mechanical Engineering experience post achieving Chartered status
