American Fork City, in the rapidly growing north Utah county, is seeking an experienced Public Works Director. This person performs a variety of executive and managerial duties related to planning, organizing, directing and controlling a City-wide program of Public Works, including Streets, Culinary Water, Secondary Water, Wastewater, Storm Water, Fleet, Regulatory Compliance, GIS Operations and Civil Engineering functions. Works under the direct supervision of the City Administrator. Provides supervision to various division superintendents and supervisors and administrative staff, including engineering, GIS, facility maintenance, water, sewer, pressurized irrigation, storm drain, and streets.ESSENTIAL FUNCTIONSServes as a member of the executive management and leadership team; contributes to the ongoing strategic planning process of the city; assumes a leadership role in developing project planning, scheduling and control techniques involving personnel across departmental lines.Serves as administrative advisor and liaison to City Council, Planning Commission and Board of Adjustment as needed to inform and apprise on public works issues; provides technical insight and recommendations related to determining public works policies, goals and objectives; receives directives, formulates implementation options and strategies, directs research, converts strategies to action plans with timetables and deadlines.Evaluates public works needs and formulates short and long range plans to meet needs in all areas of responsibility, including Streets, Culinary Water, Secondary Water, Wastewater, Storm Water, Fleet, Regulatory Compliance, GIS Operations and Civil Engineering.Develops and implements an annual Capital Improvements Program for the City; monitors developments related to public works and utilities, evaluates their impact on City operations and implements policy and procedure improvements.Plans, organizes, directs and coordinates the administration of the department including all aspects of the construction, operation, and maintenance of public streets, sidewalks, public alleys, roadways; sewer facilities and appurtenances, public water supply and distribution facilities; making of maps, surveys, plans, drawings and documents and cleaning of all public streets and right of ways, including snow removal.Confers with other governmental agencies, departments, public officials, residents and community organizations regarding Public Works issues and to achieve objectives of the department and the City.Coordinates the planning and engineering of interdepartmental capital improvement projects; determine need for new equipment and facilities and major repair and rebuilding projects; develops specifications and bid documents for a variety of public works and public utilities-related designs, construction and maintenance projects; recommends contract awards; negotiates contract provisions and coordinates, reviews and approves contractor's performance.Ensures that capital improvement projects are planned, designed, and constructed in a technically competent, safe and economical manner and meets the City's quality, time and cost standards.Ensures compliance with all federal, state, and local environmental regulations; directs and controls actions related to regulatory permits and compliance issues associated with public works functions; the preparation of contract drawings, specifications, and cost estimates for all Public Works construction and maintenance, and the supervision of such construction, including field inspection; making of all necessary surveys, maps, Public Works plans, drawings, and other documents; acts as city liaison and primary contact with FEMA; represents the city in right-of-way and water rights negotiations.Participates in public meetings and hearings as needed to solicit public response and apprise of policy and project options; educates the public through media, reports, public meetings and presentations.Meets with public, developers, entrepreneurs, and contractors; discusses capital improvement and public works issues; interprets information in city ordinances pertaining to department responsibilities.Under the direction of the City Administrator, shall aide in the preparation and development of departmental budgets and monitors fiscal controls to assure conformity with established financial constraints; develops bid specifications for projects coordinates bid processing and awards with city finance department.Hires, trains, motivates, evaluates, disciplines and directs the work of division supervisors and other staff; initiates and coordinates with personnel office regarding various personnel actions such as recruitment, advancement, discipline and discharge; manages and evaluates employee performance; delivers professional training and seminars to staff to assure desired work quality, efficiency and effectiveness.Plans, organizes, directs and implements department safety program as needed to comply with federal, state and city safety standards; monitors department safety practices.Performs related duties as required.QualificationsGraduation from college with a bachelor’s degree in engineering, public administration or related field.Six (6) years of experience in professional Civil Engineering, Public Works, or Municipal Administration; OR and equivalent combination of education and experience.P.E. License preferredValid Drivers LicenseFive (5) years experience leading a department, handling budgeting, and working with city government.Knowledge, Skills & AbilitiesThorough knowledge of practices and techniques of public works, engineering principles, utilities maintenance functions, principles and practices of management and supervision, research, budgeting, public administration, statutory requirements of municipal infrastructure facilities and systems as they apply to OSHA, EPA guidelines, and maintenance of public records, etc.; public works functions and administration; construction and maintenance activities; municipal rate and fee structures; governmental structure and municipal administration; basic civil engineering principles and practices; legal environment associated with public works projects, construction and maintenance; current methods, principles and practices of sewer, storm water, road and street construction; equipment and materials used in construction and maintenance operations; current codes, standards, safety practices and principals involved in public works; principles of management and employee supervision. Considerable knowledge of political considerations and realities of a complex municipal environment. Considerable skill in the art of diplomacy and cooperative problem solving. Ability to plan, direct, and integrate broad comprehensive public works and utilities programs and activities; analyze complex engineering and maintenance issues and problems; evaluate alternative solutions and develop sound conclusions, recommendations and courses of action; present proposals and recommendations clearly and logically in public meetings; understand, interpret, explain and apply local, state and federal law and regulations governing public works and utilities services; evaluate management practices and adopt effective courses of action, exercise sound, expert independent judgment within general policy guidelines; establish and maintain effective working relationships with the City Council, officials, other governmental and regulatory officials, staff, private and community organizations, developers, contractors, and others encountered in the course of work; organize, delegate, and establish meaningful goals; prepare and present highly complex reports in verbal and written form; apply complex concepts to the solution of problems and performance of assigned duties, and work independently with little supervision. Excellent benefits including; generous retirement plan, no or low cost health insurance, generous HSA contribution, paid time-off and more.WAGE: Depending on experienceQualificationsGraduation from college with a bachelor’s degree in engineering, public administration, etc; ANDSix(6) years of experience in professional Civil Engineering, Public Works, or Municipal Administration; OR An equivalent combination of education and experience.P.E.
