Position Available: Property Services Manager

About Us: We are seeking a highly skilled and experienced Property Services Manager to oversee the management of Redbridge Council's extensive property holdings. As a key member of our team, you will be responsible for leading estate management activities, maximizing commercial income, and ensuring the efficient operation of our property portfolio.

Role Overview: Reporting to senior management, the Property Services Manager will play a pivotal role in managing the Council's commercial, industrial, and non-residential properties. You will lead a team of professionals, oversee property transactions, and provide expert advice on estate management matters. Additionally, you will contribute to the development and implementation of strategic plans to optimize the performance of our assets and increase commercial income.

Key Responsibilities:

  • Lead the estate management service, overseeing all operational and non-operational buildings owned by the Council.
  • Manage appointed Asset and Portfolio Managers and Property Managers/Managing Agents to ensure effective property management.
  • Oversee the letting of vacant floorspace and property, including lease and license issuance and rent/service charge reviews.
  • Select, appoint, and manage outside consultants and contractors to support property-related projects and initiatives.
  • Support the Council's commercialization agenda and maximize net commercial income from assets.
  • Advise the Council on property valuations, acquisitions, and disposals.
  • Prepare reports for Council Committee meetings and other working groups, presenting findings and recommendations.
  • Manage property transactions and negotiations, including lease restructuring and development projects.
  • Ensure compliance with statutory and contractual property management obligations.
  • Provide excellent customer service to tenants, licensees, and stakeholders, addressing inquiries and concerns promptly and professionally.

Requirements:

  • Degree or equivalent qualification in estates management, property, or surveying.
  • Professional membership of RICS or on the path to becoming a member.
  • Minimum of five years' experience in estate management, with some experience at a senior level.
  • Strong business and commercial acumen, with the ability to build comprehensive business cases.
  • Experience in monitoring and reporting on service level agreements and key performance indicators.
  • Sound knowledge of estate and valuation legislation and guidance.
  • Excellent negotiation, communication, and presentation skills.
  • Ability to operate confidently at all levels within the organization and with external partners.
  • Full UK driving license with access to a car.
  • Emotional resilience and ability to deal with change and uncertainty.
