But financing new trains is not the end-game. Our asset stewardship role includes management of assets to ensure performance, safety and long-term suitability over their full economic life
About the team
The successful candidate will be joining the Major Projects function, a small but focused projects team that deliver several of the complex, high value and diverse range of projects including New Build, New technology introductions, refurbishments, and infrastructure upgrades. Porterbrook works to deliver improvements for customers and passengers that add tangible value. The team is part of the Operations Directorate reporting to the Chief Operating Officer
Key Responsibilities
Role Purpose
To manage specific projects to:
Support the safe operation of the fleets
Deliver Porterbrook’s lease obligations for delivery of New Rolling Stock, associated Contract Variations, Heavy Maintenance and Modifications
Ensure that projects are delivered to time, cost and an acceptable level of quality
Responsibilities
Safe Operation of Porterbrook Owned Rolling Stock
Ensure that all projects are managed to support the safe operations of Porterbrook owned vehicles on the railway system, with due consideration to respective lease obligations
Review National Incident Reports (NIRs) allocated to you to identify appropriate remedial actions and manage the implementation of remedial actions as necessary
Support the supplier accreditation process
Support the supplier audit activities/process. Manage audit CARs allocated to you to closure
Project Delivery
Working with supplier services as required, ensure that the projects allocated to you are managed to deliver their time, cost and quality objectives
Ensure that the projects that are allocated to you are reported so the business has sufficient visibility of the progress, issues, costs, risks and opportunities within your projects. This will normally take the form of monthly reporting or as required by the business, following the format developed and governed by The PMO
Undertake regular project reviews to monitor overall project performance and provide robust forecasts on costs vs budget
Ensure all information, relevant to the projects that you manage, is shared within the business in a timely manner, including ensuring that logistics are kept up to date with project schedules
Ensure Project Execution Plans (PEPs) and workbooks for your projects are up to date and are compiled in accordance with the issued Porterbrook Procedure
Chair the regular contract review meetings as specified in the relevant contract and produce and issue minutes in a timely manner
Ensure the payment of supplier invoices are progressed in accordance with the business processes in a timely manner
Ensure that milestone payments due to the business are progressed in accordance with the contractual arrangements where applicable
Manage Contract Variations ensuring that such variations are applicable and offer an acceptable value for money for the business
Compile Engineering Change requests where applicable to support contract variations
Make the best use of the Porterbrook Resident Engineers and
Support Engineers on site at depots /
heavy maintenance locations – this should include where practicable the carrying out of input and output vehicle inspections
Asset Management
Support the development of maintenance specifications, particularly any updates that are required during a project
Support the audit of suppliers of maintenance/overhaul activities to ensure all necessary compliance is achieved
Manage applicable warranty systems with both operators and suppliers to minimise risk to all parties
Internal Department Relations
Support and Develop a clear Project to Services route map, ensuring a clear plan for transition from projects to business as usual
Engage extensively with the PMO to ensure a standard operations procedure is developed and followed to allow for standardisation of project / programme delivery
Customer Relations
Where requested, in liaison with the Head of Fleet Services North, Midlands or South, provide direct support to customers on all technical issues affecting the vehicles that they lease that arise from projects. Ensure that these matters are appropriately prioritised and addressed
Residual Asset Value Protection
Ensure asset deterioration (e.g. corrosion) is addressed as part of maintenance/overhaul programmes as appropriate to protect the residual value of the asset
Share learning across the business on asset protection issues from heavy maintenance e.g. corrosion, vehicle condition
General Management
Where requested/required, support the development of the graduate trainees/engineering apprentices to ensure they are effectively deployed to support project requirements. Delegate tasks as appropriate
Support suppliers in their development of working practices, promoting an environment of continuous improvement
Other Duties
Assist in providing general engineering services to/across the business as and when required
Skills, Knowledge and Expertise
General Requirements
General requirements are for a Chartered Engineer/APM, or someone working towards this level, with appropriate Traction and Rolling Stock experience of 4 to 8 years. Alternatively, someone with a detailed knowledge of the rail industry with appropriate Traction and Rolling Stock experience. Previous experience of managing projects is desirable. The incumbent shall be experienced in dealing with budgetary control, customer and supplier liaison.
Qualifications
Chartered Membership of Engineering Institution or APM desirable but not essential
Degree, HNC or equivalent in Mechanical or Electrical Engineering but note comments above regarding alternative appropriate Traction and Rolling Stock experience
Project Management qualification is desirable
Knowledge
New Build Projects desirable but not essential
Good knowledge of railway industry rolling stock, organisation and players
Knowledge of contractual obligations and operating lease agreements
Good knowledge of project management tools
Ability to understand and comment upon engineering instructions and drawings
Knowledge and understanding of vehicle maintenance and overhaul requirements
