On behalf of our client, a leading and global nuclear transportation company, we are currently recruiting for a Programme Manager to work for them on a permanent basis. Our client offer a competitive and market leading base salary with flexible working and benefits attached- which includes 30 days holiday + bank holidays and 13.5% pension contribution.
As the Programme Manager, you will need to come from a Defence type background so therefore if you don’t have a defence background or defence experience you will not be considered for this role.
Role Purpose
• As an enabler of the projects and programme function, you will act as a catalyst for change helping shape and drive an exciting future for our client and our customers by driving high performing project delivery services across our client functional areas and all three of its business lines in a proactive, focussed, and energetic manner.
• Programme Leadership of current and future Defence projects
• Leadership & supporting of bids and pre project work with existing and new clients within Defence.
• Responsible for effective/efficient delivery and reporting of a portfolio of projects/programmes of work specific to a business line or lines. Utilising the relevant required resource from a project/programme management and the wider business perspective and adopting flexible delivery strategy in line with project management processes to ensure a successful outcome / output for the relevant business line.

Principal Accountabilities
Key Expectations of the Job Holder:
• Facilitate the development and be responsible for the delivery of the business line’s projects pipeline plan in conjunction with the relevant business lead, the relevant areas business plan and forward strategy.
• Lead for projects and programme management (PPM) across the relevant business line, ensuring the PPM (delivery model) and service is fit for purpose, and meets the needs of the business line, its customers, and stakeholders, whilst ensuring a consistent approach to PPM tools are adopted and to the PM processes and ensure that they are being adopted, implemented, and adhered to accordingly.
• Lead on delivery of Bid Management proposals from a PPM Perspective and have accountability for successful product delivery to required timescales.
• Work collaboratively with the commercial/procurement dept to understand delivery contracts and what does this mean from a project/programme delivery perspective.
• Hold the accountability to the lead of the business line / Head of PPM on reporting from a portfolio perspective on delivery of inflight projects/programmes, delivery strategy on proposed forward projects/programmes, resource clashes/availability/ costs of delivery vs budget/management of key risks / opportunities.
• Lead for the relevant business line in working with the Head of PPM to develop the strategic plan for business holistically.
• Lead the delivery of projects/programmes if appropriate providing a fit for purpose flexible solution and a service that meets the needs of the business line, its customers, and stakeholders to get the required output/outcome.
• Responsible for the line management of relevant Project/programme managers/Project Controls with a focus on ensuring we provide a quality service to the business lines, wider customers and driving performance across all project disciplines to success. Proactively dealing with underperformance, as required.
• Lead for PPM performance monitoring, internal/external customer satisfaction and effective methods to engage business line with LFE that has been received to suggest ways of continuous improvement across all areas of our client
• Provide PM Governance support across alternative business lines from a quality auditing mentoring, problem solving perspective.
• Have input to resourcing, succession planning, knowledge management and training. Working in coordination with the Head of PPM to provide monthly updates on all people matters.
• Responsible for creating a proactive culture within the PPM Team and business of energy, drive and delivery of a professional service whilst adopting key principles of respect and inclusivity.

Main Accountabilities
Within own area of responsibility:
Operational
• Lead and deliver elements within own area of responsibility with minimal management oversight – using own initiative and strong time management skills.
• Input to planning activities with horizons of typically 1-5 years.
• Manage activities to support operational delivery and growth within own area of responsibility (i.e., business line)
• Operate within agreed operational and/or management guidelines.
• Maintain effective internal and external client or user relationships.
• Deliver Health, Safety and Security policy and standards.
• Manage input to strategic level planning and resource management from relevant business line.
• Manage reporting on area of responsibility to relevant stakeholders (not exclusive to Head of PPM, Lead of Business Line)
• Own schedule performance for the projects under the business line portfolio
Financial
• Work within clear budgetary guidelines (for inflight projects/programmes)
• Translate plans and requirements into realistic budgets and targets and monitor as required.
• Work with relevant Depts on invoicing/applicable contractual cost requirements as set out in the contract.
• Promote innovative ways to add value and reduce costs.
• Own financial performance for the projects under the business line portfolio.

• Responsible for the reporting or direct performance of our client Project/Programme manager and Project Controls whilst delivering projects under relevant business line.’

Knowledge, Skills and Experience Needed
Qualifications
• Professional qualification in projects or programme management (E)
• Degree or equivalent in technical, engineering, or related subject matter (E)
Experience/Skills/Knowledge
• Strong leadership skills, experience, and evidence personal development of teams and individuals (E)
• Ability to build productive external relationships and network effectively with key personnel across the business and the supply chain (E)
• Ability to organise and deliver work in a programmatic manner whilst ensuring the correct, flexible approach is adopted utilising the projects service delivery model. (E)
• Credible and confident communicator (written and verbal) at all levels with the ability to build strong external relationships to enhance and strengthen the company’s profile. (E)
• Experience of working within a regulated industry (E)
• Experience of leading projects with one of more of the following companies, MOD, AWE, RR, BAE (E).
• Have strong Bid Management experience from within a Defence or similar industry (E)
• Experience of delivering projects to commercial terms & conditions with responsibly for the delivery of commercial and financial targets (E)
• Experience of managing long term Programmes of work / contracts (D)
• Can demonstrate Patient and Resilience on long term projects with challenging customers (D)
• Experience in developing documentation and providing governance support on private and public sector bids and driving through the PPM lifecycle. (D)

• Ability to achieve SC level of clearance.
