Procurement Manager
South Yorkshire
Up to £44,600 + Hybrid Working + 45 Days Holiday 
We are seeking a highly skilled and motivated Procurement Manager to join a large, well-established organisation based in the centre of Sheffield. This role will see you offering expert advice and guidance to academic and support staff regarding the appropriate processes, procedures, and regulations to follow.
Key Responsibilities:


  • Develop and oversee the Service Level Agreement for the Procurement function, monitoring performance against established benchmarks.
  • Formulate and implement a robust Procurement Strategy aligned with the College Strategy, overseeing its successful execution and monitoring progress.
  • Manage policies and procedures, including College credit cards, supplier engagement/code of conduct, and Modern Slavery Policy.
  • Maximise value from frameworks and external relationships, ensuring alignment with value-for-money principles.
  • Drive process improvements in the purchase-to-pay process through cross-functional collaboration.
  • Lead and mentor the Procurement team, setting objectives and monitoring personal development plans.
  • Design and deliver comprehensive training programs on procurement best practices and College processes.
  • Provide insightful reporting and engage in business partnering across the College, identifying cost-saving opportunities, and proactively managing contracts.
  • Facilitate compliant contract tendering processes, adhering to legislation and financial regulations.
  • Manage supplier base, ensuring compliance with Modern Slavery Act and championing Equality and Diversity commitments.
  • Oversee College Credit and Purchasing cards, ensuring adherence to financial regulations.
  • Ensure the maintenance of the procurement system, including accurate supplier masterfile data and GDPR compliance.
  • Act as the GDPR champion for Finance, ensuring anonymisation of data in all Finance systems.
  • Maintain effective communication with Finance colleagues and stakeholders across the College to ensure consistent service provision.
  • Embed Equality and Diversity principles into the role, adhering to relevant legislation.
  • Manage Safeguarding and promote a safe and respectful work and learning environment.
  • Contribute to the continuous development of the College’s Finance service, proposing innovative solutions.
  • Document comprehensive process notes for all areas to facilitate smooth operations during unplanned absences.
  • Fulfil any other duties commensurate with the grade of the post, supporting cross-college requirements.


Essential Requirements:


  • Proven extensive experience in a procurement environment.
  • Proficiency in drafting comprehensive procurement policies and procedures.
  • Skill in identifying opportunities for process improvement and successfully implementing changes.
  • Demonstrated experience in leading and participating in collaborative tasks and projects.
  • Experience with integrated finance and procurement systems within medium or large organisations.
  • Successful track record of procurement under public sector frameworks.
  • Expertise in leading the tender process within a public sector organisation, including knowledge of relevant legislation.
  • Ability to oversee compliance with internal regulations of a public sector organisation, including the establishment or amendment of processes and monitoring compliance.
  • Awareness of contract management best practices and strategies.
  • Knowledge of supplier onboarding best practices and strategies.
  • Clear understanding of issues related to safeguarding children and vulnerable adults.
  • Clear understanding of equal opportunity and diversity issues.


Desirable Requirements:


  • Experience in developing a procurement strategy.
  • Business partnering experience, with a focus on identifying cost-saving opportunities.
  • Ability to develop reports for stakeholders on supplier spend and contracts management.
  • Experience in managing and developing a team.
  • Familiarity with tendering software.
  • Knowledge of Modern Slavery legislation and its application to public sector supplier base management.
  • Previous experience within the Education/Public Sector.
