Interim Principal Transport Planner
Job Ref: Hampshire 93121
Pay Rate: £45.84 per hour PAYE
Hours per week: 37 Monday to Friday, normal working hours
Role Length: This opening assignment is for 6-7 months
City: Winchester
Mostly remote working with 1 day in the office in Winchester each week and site visits in the north of the county as required.
This role will be responsible for developing local area transport strategies and devising projects and schemes to deliver the aims and objectives of the strategies. Initially the role will be focusing on the area of East Hampshire, therefore experience of working in a rural area would be advantageous, as well as the ability to travel to sites in locations where there is no public transport.
Key Responsibilities:
Lead the development of local transport policy and strategy in accordance with the objectives of HCC’s Local Transport Plan 4.
Draft project briefs and instructions in line with established project management processes.
Act as a point of contact for Hampshire’s district authorities and provide transport planning advice.
Produce technical and non-technical reports, briefs and presentations for panels, committees and key stakeholders.
Commission and review technical studies from internal departments, consultants and other organisations.
Have a good working knowledge of both strategic and local transport modelling packages, in order to be an intelligent Client.
Work closely with the County Council’s Strategic Partner and other organisations as appropriate to commission work by drafting project briefs and managing project change control.
Engage and consult with stakeholders, providing advice on policy and strategy.
Support effective delivery of approved schemes in the Capital Programme to agreed budget and timescales.
Client / Project manage the development of transport improvements in accordance with Government guidance from concept through towards implementation.
Client / Project manage strategic transport projects, working closely with developers to bring forward strategic development sites in accordance with planning policy objectives.
Effectively manage and co-ordinate a multi-disciplinary project team to ensure that projects are developed on time and to budget.
Lead the preparation and management of WebTAG compliant business cases to support bids for scheme funding.
Seek to secure the maximum external funding for transport improvements including the preparation and management of funding bids to a variety of funding streams.
Oversee the financial and programme management relating to the development of projects within your remit, including monitoring of project progress.
Lead the research and development of transport policy documents and strategies, engaging with a range of stakeholders through appropriate consultation.
Leading the response to transport-related consultations initiated by Department for Transport, Local Enterprise Partnerships, District Councils, National Parks, rail industry, bus/ferry operators, ports/ airports or other bodies.
Development of Business Cases and preparation of funding bids to a variety of funding streams at a range of scales and complexities.
Development of transport improvements in accordance with government guidance from concept through to implementation as part of integrated transport capital programme, LTP area transport strategies, Town Access Plans, or other.
