Principal Highways Agreements Engineer

Vivid are working with a client in the South West that are looking for a Principal Highways Agreements Engineer. This involves evaluating the impact of development on the transport network and overseeing the processes related to Section 38 and 278 Agreements for development projects. Additionally, you will be tasked with handling planning appeals, representing the Highway Authority at Public Inquiries, and serving as the highways representative at planning committee meetings.

Key Responsibilities:

- Effectively allocate workloads and oversee staff and resources to develop, establish, monitor, and coordinate the Highway Authorities involvement in the planning process. This should be done within agreed budgets, timescales, and standards, with the aim of achieving Service targets as directed.

- Evaluate highway and traffic concerns raised by planning applications and prepare comprehensive reports on these issues, including active participation in Committees as required.

- Conduct impact studies related to traffic assessment, including junction capacities, signal phasing, and highway design/modelling.

- Manage the processes associated with Section 38 and 278 Agreements for development works, encompassing consultant management, collaboration with strategic partners, and financial oversight.
