This is about connecting communities and creating opportunities, so we’re ready for the 21st century and beyond.The Principal Engineering Leader - Components & Configuration (PEL C&C) is required to provide technical leadership throughout the lifecycle of track assets. They will lead a team of specialist engineers who focus on areas such as Standards & Configuration, Points & Crossings, Track Developments and Technical Information. This role reports directly to the Head of Permanent Way Engineering and will require sufficient skills, knowledge, and experience that they can be deemed competent to deputise when required in all technical areas.The PEL C&C should have the ability to both focus on the detailed technical elements required in drafting specifications and reviewing standards, whilst being able to place these within the wider strategic aims of Transport for London and the role that plays in deriving track strategy. This will involve engaging with a wide range of stakeholders both within Permanent Way engineering (design, projects, plant, maintenance & assurance) and at the interfaces (rolling stock, signals & power).The key activities of the role are:Managing the engineering processes required to introduce new products and technology onto the operational railwaySupporting maintainers in implementing technical solutions and managing risks in line with As Low as Reasonably Practical (ALARP) principlesSupporting renewals to ensure designs meet technical specifications and can be delivered within the unique constraints of metro systemsManagement and review of standards, technical specifications/bulletins, and  reference drawingsLead and provide line management to a team of between 6-8 track engineersRepresent TfL at railway industry bodies, such as the Permanent Way Institution and Railway Safety Standards BoardThe role requires a positive, self-motivated, and independent individual, enthusiastic, outgoing, and approachable with a high level of integrity and initiative. They should be able to work well with people and be willing to mentor/teach both formally and informally.Essential Skills, Knowledge & Experience SkillsAbility to communicate, motivate and influence effectively, both orally and in writing, with people at all levels across the organisation and outside, including   negotiating and successfully facilitating joint decision-makingAble to apply and explain engineering principles to resolve issues, progress developments and deal with technical documentation and approvalsCan express themselves in a positive and clear manner, both when speaking and in writingProven ability of leading and managing teams within an engineering environment Knowledge Engineering degree or demonstration of suitable equivalent experience ideally through chartered status with a suitable engineering bodyExpert in at least one of track design, renewals, or maintenance, ideally in both ballasted and concrete trackformsUnderstanding of interfaces within the Permanent Way, and with other asset areasAppreciation of the wider railway industryThe Mayors Transport Strategy and the role which the Permanent Way across all rail modes plays in achieving this strategyExperienceExperience in thinking strategically and identifying systems and processes required to meet immediate and longer term aimsExperience of asset management and whole life costing/evaluation techniques is desirableDemonstrable experience working in a highly technical environment as an engineering expertWorking with a variety of stakeholders dealing with standards and the introduction of new components and materials and developing suitable relationships within that frameworkPreparation and management of technical documentation and drawingsImplementation of technical developmentsWe are committed to equality, diversity, and inclusion.
