Air Safety Support International Ltd (ASSI) is a wholly owned subsidiary of the UK Civil Aviation Authority. Established in 2003, ASSI supports the development of civil aviation safety regulation in the UK Overseas Territories (OTs). Its mission is "To ensure, in an inclusive and sustainable manner, that the UK meets its international obligations in respect of aviation safety regulation within the UK Overseas Territories.
The Role
To ensure that the regulatory system for the UK's Overseas Territories (OTs) is cohesive and complies with ICAO SARPs as far as practicable by ensuring that the legislation, regulations and requirements which fall within the remit of the company are drafted, adopted, published and implemented throughout all areas of the company's responsibility. That supporting policy, procedures, quality and standardisation measures are developed and implemented in accordance with the Direction, legislation, senior management and Board instructions to ensure good governance practices are embedded in the company.
Core Accountabilities
Under the guidance of the ASSI Board and senior managers, identify, derive and develop operational and regulatory policy for ASSI
Lead the Policy and Rulemaking team, including undertaking line management responsibilities
Proactively identify the need for, draft and manage amendments to legislation through effective liaison and consultation with all stakeholders working with, in particular, the company's legal adviser, DfT and FCDO as necessary to progress changes through the Parliamentary legislative process
Instigate changes to accident investigation regulations, liaising with AAIB, Governors and Overseas Territory (OT) Attorneys General to ensure the regulations are enacted timely and comply with ICAO SARPs
Through positive role-modelling, foster an open and cooperative approach with the Overseas Territory Aviation Authority (OTAA) staff to the development of requirements, to aid acceptance of a common standard of regulatory implementation
Manage the development and on-going amendment process and overall implementation of the Overseas Territory Aviation Requirements (OTARs), Overseas Territory Advisory Circulars (OTACs) and Technical Procedures (TPs) across all functional areas of the regulatory system through effective liaison and consultation with all stakeholders
Manage the consultation process to ensure that it is seen to be fair and balanced, that changes are widely accepted and that comments are accurately recorded and made available
Provide concise and relevant quarterly reports for the ASSI Board
Provide the policy lead function for all ICAO Annexes and related documents, coordinating policy and responses from and to specialist personnel within the company, the Territories and appropriate staff within the UK CAA and DfT
Provide regulatory guidance, advice and interpretation, in consultation with specialist staff where appropriate, to Governors, OT Governments and DCAs, OTAA staff, industry in the OT and all stakeholders
Represent policy interests and contribute expertise at the OT Safety Performance Council
Participate in identifying risks and provide input to the Business Planning and Risk meetings
Co-ordinate the production of Safety Promotion material to ensure that new initiatives are reflected and reflect lessons identified from audits and Mandatory Occurrence Reports (MOR)
Contribute to the development of the management of reporting to ICAO under its Continuous Monitoring Approach programme
Make arrangements and provide a comprehensive brief for any formal Governor's Review under the AN(OT)O (equivalent to CAA Regulation 6 Appeal) where ASSI's regulatory decision is challenged
Act as ASSI's point of contact with AAIB in response to an accident or serious incident in the OTs or involving an OT-registered aircraft and ensure that ASSI's views on draft reports are represented effectively to AAIB
Lead training events for colleagues, OTAA staff and industry on issues relating to legislation and OTARs. These events may be in the form of workshops, seminars, webinars or one-to-one training
Represent ASSI or the UK in national and international fora as required
Act as a member of the Crisis Management Team
About You
To be considered for the role you must have:
Strong and demonstrable leadership skills and extensive experience in a management role leading small, diverse teams.
Significant aviation safety regulatory experience within one or more main regulatory disciplines such as flight operations, airworthiness, aerodrome standards, personnel licensing or air traffic services, underpinned with relevant industry experience. Knowledge of Aviation Security oversight advantageous
Strong negotiating and influencing skills with a high level of diplomacy
Understanding and experience of current international aviation regulatory developments with a focus on ICAO and exposure to the international aviation community
Demonstrable cultural awareness and a high level of emotional intelligence
Proven problem-solving skills with the ability to think laterally
Understanding of risk and performance-based prioritising of tasks
Experience of implementing training
Experience interacting effectively with external international regulatory authorities (for example, the UK DfT, MOD, TSA, FAA), service providers and other government agencies on matters which may be complex
Experience of Quality Management Systems
Additional Information
For many appointments within the CAA, these roles require access to operationally sensitive infrastructure and/or Nationally Protected information. For these roles the post holders must undergo National Security Vetting and achieve the appropriate level of clearance.
To be vetted we will usually expect a reasonable period of residency in the UK so that meaningful checks can be undertaken. For this role this will need to be 5 years.
