About The RoleOur team at Atlas Workplace Servicesare seeking a Permit Issuing Authority to support our client located near Oxford
As the Permit Issuing Authority you willsupport the wider facilities, as well as guide and advise the Account director on areas within your responsibilities. You will support the delivery of Hard services maintenance and project works across site by providing guidance and governance with the application of the permit process.
This role will require some flexibility and weekend availability to support OOH works and the Projects team.
The Permit issuing authority will exercise effective control over Contractors who work on site assuring that the clients processes and governance is followed.
Assisting the Account director and team ensuring that Contractor access is properly checked, documented, and controlled.
Fully supporting the management of quality, safety, health and environmental systems.
Assisting with local initiatives to improve performance within contractors works.
Support and provide advice on compliance with management systems and maintenance of accreditation and documentation through compliance auditing.
Principle Duties and Responsibilities
The Permit Issuing Authority will oversee permitting on site as part of a wider team.
This includes:
Review all RAMS and additional documentation for all works to be completed by subcontractors. Fill in RAMS verification section thoroughly.
Pass RAMS, additional documentation, and training certs onto QHSE Admin for saving.
Work with scheduling team to book the subcontractors to site.
Work with the electrical/engineering department dependent on subcontractor works to have AP and CPs in place for any high-risk works.
Work with Infineum Area Rep to ensure full communication has been established for permit and LMRA signing on and off.
Fully induct Sub-contractors to site and complete all relevant paperwork.
If needed undertake Subcontractor lone working training and issue radio.
If needed undertake Subcontractor forklift proximity and H2S detector training and sign document and issue monitor.
Liaise with QSHE Manager over Control and Defeat Forms.
Complete permit to work/authority to work documents and LMRA (Last Minute Risk Assessments) at point of works.
Undertake field verifications on all sub-contractors on site each day and write up.
Be part of pre-start up meetings for all project works on site.
Carry out subcontractor assessment audits.
Work with the electrical/engineering department on permitting of in-house works.
Attend permit meetings with Infineum HSSE Permit Authoriser once a week.
For additional works/emergency works, liaise with Infineum HSSE Permit Authoriser via email / in person to get permission to go ahead.
High risk jobs RAMS to be reviewed by the Local QSHE Manager.
CDM works are also reviewed by the Local QSHE Manager
Be pro-active in business activities and the development of best practice in policies and procedures.
Champion compliance within role and delivery of permits, their standards and requirements.
Provide regular performance reports and complete departmental KPI’s.
Provide advice and support within role parameters to the operations team, carry out trouble shooting, resolving issues that may occur and effect delivery of PPMs, contractor delivery, projects, etc.
About YouQualification, Certifications and Training
GSCE in English and Maths or Equivalent
IOSH Managing Safely
Knowledge, Specific Role Skills and Experience
Good IT Skills and Experience – Microsoft knowledge is essential, FM IT systems.
Good verbal & written communication skills are essential.
Understanding of electrical and mechanical systems/assets.
Proven experience in an engineering function within an industrial sector. Previous experience or form of supervision in an
Engineering or Health and safety setting
Understanding of the use of permits, knowledge of permit systems. The Planning and organising involved with permitting systems.
Auditing and reporting ability – with experience of undertaking audits if required.
Proven experience in a similar role ideally from or within the FM / M&E industry or with similar experience.
Working knowledge of legislation and statutory compliances within the facilities management sector.
Experience with supporting a business contract and providing support to a professional function
A flexible approach towards their role with a willingness to support other business activities as appropriate.
Strong organisational skills.
Good knowledge of health, safety and environmental legislation.
