Parks Policy and Strategy Development Officer

OverviewThe London Borough of Harrow is looking for a Parks Policy and Strategy Development Officer to deliver Harrow Council’s vision to ‘Restore Pride in Harrow’ and its corporate priorities to ‘Put Residents First’ and ‘Support Those Most in Need'. The post holder will produce and implement a Parks and Open Spaces Strategy for the London Borough of Harrow. You will deliver the council’s Flagship Action for existing and new Green Flag Parks. The successful candidate will project manage the following activities; Parks capital programmes, including parks infrastructure, heritage assets, community engagement, marketing, corporate estate (café’s, heritage buildings), community safety, sports and leisure, biodiversity/land management programmes.
About YouThe successful candidate will have:Knowledge of the democratic process, including requirements for public consultation and the ability to create effective working relationships with councillors, to drive and prioritise service delivery and improvements.Knowledge of legislation and best practice relevant to Parks and Open Spaces.Experience of establishing systems to monitor capital programmes and the implementation of Management and Maintenance Plans.Experienced in using Microsoft Word, Excel, PowerPoint in a pressured environment.Ability to learn GIS and database management systems.Well organised with the ability to prioritise workloads and work with minimal supervision.Committed to the aims and objectives of the councils’ Equality, Diversity and Inclusion policies.Ability to secure grant funding to implement agreed strategies and policies.Experience in project delivery and ability to manage contracts.Experience in delivering parks improvement schemes.Observation of confidentiality and discretion.Ability to motivate and lead partnership groups and project teams.Able to work outdoors in adverse weather (rain, cold, wind) in respect of outdoor winter and spring sports.
