We are moving to a learning culture where greater responsibility for learning and continual professional development happens informally with our formal learning programmes being more blended. This role is the front face of L&PD and is key in driving this transformation forward and embedding this learning culture across both forces in a consistent and scalable manner.Key Responsibilities will include:To design, develop and deliver innovative and blended learning interventions to support a continuous professional development culture for police officers and staff across both Surrey and Sussex police at all levels.To design, develop and deliver blended Leadership and Management interventions to support police officers and staff across both Surrey and Sussex police at all levels ensuring the material is impactive, up to date and relevant.To work closely with command teams to identify performance gaps and develop learning programmes to support the closing of those gaps. This may require the development of formal blended learning such as classroom or on-line learning as well as social learning such as coaching and mentoring. Successful candidate will be expected to do their own independent research to ensure their training delivery content and methods are current and reflective of best practice.In conjunction with the above, the post holder will work with all Learning and Professional Development colleagues to identify priority training needs for the organisation and develop innovative and timely solutions to meet those needs.To evaluate the success of those interventions particularly in relation to the impact on the behaviours and culture of the organisations.To build strong relationships across both organisations particularly with key stakeholders, senior leadership teams, internal and external partners.To proactively promote and implement the 70:20:10 model of learning and development within the workplace.To support the governance team through activity such as quality assurance of trainers and training delivery as well as training products.To deliver action learning sets/team facilitation/coaching and mentoring and other appropriate learning interventions to support and develop officers and staff.To maintain continuous professional development and occupational competence ensuring a high level of knowledge and understanding of police issues, policies and subject matter expertise.Undertake other duties appropriate to the grade and character of work as may be reasonably required, including specific duties of a similar or lesser graded post.Skills & ExperienceMinimum Level 3 or 4 or equivalent qualification in Training and Development or associated field (or working towards).•Excellent working knowledge of leadership and development best practice both in theory and practical application. Candidate should be able to evidence how they have put this knowledge in practice and delivered training in this subject field.•Advanced knowledge of training and delivery methods.•The ability to present information effectively to colleagues and officers/staff of all ranks and grades.•A high degree of emotional intelligence and the ability to give and receive honest and well evidenced feedback.•Strong influencing and negotiating skills.•A proactive approach to the role and determination to 'do the right thing' in order to deliver the required outcomes.•Excellent facilitation skills.•Competent user of Microsoft office applications IT literate.•Must have capacity/capability to travel across Surrey and Sussex delivering solutions across a wide geographical area.•Relevant experience of management including motivating and leading teams, excellent communication and interpersonal skills.• Trainers appointed to this role will proactively work alongside L&PD SMT to promote organisational learning and a culture of self-directed professional development.•A thorough understanding of the application of Competency Value Framework and other College of Policing Leadership tools/programmes.• The postholder will have a high level of discretion to take action and make decisions within the training environment.
