Are you looking for a new challenge? We are currently looking for motivated individuals to join the National Operations Service (NOS) as theIT Project Manager for the Multi-Cancer Blood Test (MCBT) Programme. The NHS Long Term Plan has set out key ambitions for cancer diagnosis and care. This aims to ensure that an extra 55,000 people each year will survive their cancer for five years or more, and 75% of people with cancer will be diagnosed at an early stage. Increasingearlier-stage diagnosis rates, raises the likelihood of curative treatment and improves long-term survival. The plan aims to maximise the number of cancers identified through screening. Should theNHS-Galleri Trial meet interim goals, to be assessed in spring 2024, the NHSE MCED Blood Test Screening Pilot will offer up to 1 million Galleri tests (which has been found to predict the tissue of origin of > 50 types of cancer) to asymptomatic people from summer 2024 for two years. Participants who receive a 'Cancer Signal Detected' result will be referred to secondary care for diagnostic testing to confirm if cancer is present. The National Operations Service will support the NHSE MCED Blood Test Screening Pilot through the provision of 3 main operational functions:

Main duties of the jobThe National Operations Service IT Project Manager will support the senior management team in the delivery of the strategic priorities of the NHSE Multi-Cancer Blood Test Pilot Screening Programme by: Working as part of the NOS team to provide critical enabling support to the Interim Implementation Pilot. As the IT Project Manager the post-holder will be responsible for providing a comprehensive IT specialist and support function for the NOS programme, working with NHSE on delivering the development of IT systems that comply with the NOS operational and business requirements.
Researching innovative solutions in health informatics to help streamline the working practices of the departments, ensuring the IT systems are developed and maintained within the NHS guidelines and compliant with all current and developing legislation on confidentiality, consent and access. Supporting and collaborating closely with the NOS Project Support Team and the Trust's IM& T Department and work with staff (including technical, administrative, clinicians and senior managers) at all levels within local and national NHS organisations. The post holder is seen as a key contact for NOS related IM& T issues when it comes to supporting other services either within or between the Trust(s) or the local health community.

To work closely with staff at all levels within the NOS Service, Trusts, NHSE, Cancel Alliances, independent contractors and other suppliers. To liaise with departmental managers for the provision of workload data. Able to communicate and present complex information to differing audience levels, including non-technical audiences in a form which is appropriate and readily understandable. To provide instruction and advise staff on day-to-day technical issues, including the ability to train non-technical users on complex processes. Ability to persuade, encourage and harness the skills and knowledge of stakeholders at all levels. To ensure technical and clinical needs are accommodated by the various IT systems. To feedback to senior technical and clinical staff any salient issues relating to IT matters. Ability to present and discuss highly complex IM& T related issues at departmental meetings or with personnel external to the Trust such as primary care partners to ensure an understanding of new ways of working.
Person SpecificationQualificationsEssential
Educated to degree level or equivalent qualification/experience.
Desirable
Microsoft MCSE Certification. Qualified to PRINCE2 Foundation level.
ExperienceEssential
In-depth experience of working in an Information/IT environment in a senior role. Experience of server operating systems.
Desirable
Experience in the use of IT to deliver business change. Experience of working with Pathology information systems.
