NATIONAL DIRECTOR - DIGITAL, INNOVATION AND VALUE

The National Director is responsible for providing strong clinical leadership for whole system improvement based on the principles of value-based healthcare and prudent healthcare, utilising healthcare resources for the greatest gain in health outcomes, including enabling transformation via new technologies and innovation to generate value to support delivery of 'A Healthier Wales'. The principles of this work will underpin the development of the national delivery plans through the health board IMTPs, other health organisations strategic plans and wider NHS Executive recovery initiatives.Main duties of the jobThe National Director will work with colleagues within NHS Wales, Welsh Government, and local government, the third and independent sectors and citizens to lead continuous improvement with local health care services and wider national transformation programmes. The National Director will work closely with, and be complementary to, the other national clinical leads and national Programme directors.The National Director will provide clinical advice to NHS Wales, including those responsible for planning and providing local integrated healthcare services and national transformation programmes the Minister for Health and Social Services and his officials. The National Director will also be a member of the senior leadership team in the NHS Executive providing advice and guidance on innovation and how technology can be used to transform clinical pathways delivering the greatest value.It is envisaged the National Director will be based in the NHS with a collaborative agreement with Welsh Government to allow access and working within their offices.About usThe NHS Executive works in partnership for and on behalf of Welsh Government, in and with the NHS in Wales and is hosted by Public Health Wales.Our key purpose is to drive improvements in the quality and safety of care - resulting in better and more equitable outcomes, access and patient experience, reduced variation, and improvements in population health.We do this by providing strong leadership and strategic direction - enabling, supporting, and directing NHS Wales to transform clinical services in line with national priorities and standards.To find out more about working for us and the benefits we offer please visit guidance on the application process, please visit responsibilitiesThe National Director will have responsibility:To provide professional clinical leadership for the adoption of value-based healthcare in Wales, working towards a sustainable NHS and better health outcomes for the people of Wales.To further develop national leadership, innovation and learning clinical networks to coordinate all national activities contributing to the value-based and prudent healthcare agenda and promoting a culture of stewardship.To promote and support the use of outcomes and costing data to drive whole system transformation of care.To provide clinical leadership on identifying and using technology to deliver transformation or improvements to clinical pathways and national programmesTo develop multidisciplinary educational programmes in innovation, value-based and prudent healthcare in partnership with major Welsh academic institutions and embed this philosophy from undergraduate level upwards.To provide clinical leadership to the National Alliance with the International Consortium for Healthcare Outcomes Measurement and other international academic collaborationTo provide senior leadership and be accountable for the management of all services in the NHS Wales Executive Digital, Innovation and Value function of the NHS Executive and ensuring national programmes consider innovative and value based care approaches to transformation and recovery.To work closely with the Finance Academy and NHS Wales to develop new financial and clinical mechanisms to support the delivery of value-based healthcare including the adoption of new technologies.To ensure local health care clinical professionals are actively involved at all levels and that they and the public are central to the design of new approaches.To champion the development of and audit against locally agreed prudent pathways of care and referral protocols including the Atlas of Variation.To drive the whole system implementation of a prudent healthcare approach based on minimising harm, providing the minimum effective intervention and decision making more sensitive to patient need and preference.
