Tasks
The Commissioning culture and standards across the project; Co-ordination of the Testing and commission requirements through the procurement, design, construction methodology and programme for the MEP scope of works; Development of the Testing and commissioning systems integration strategy; Establishing and defining the Commissioning Lots (ComLots) with the design and planning teams; Preparation for the delivery of these works, manage resources and providing supervision, advice, and guidance to the members of the Technical, Construction teams and Sub-Contractors; Ensure the progress of the Testing commissioning of the works are in accordance with the contract, programme, budget and client requirements. Implementation and assure compliance with all relevant HS2 and / or statutory requirements with regards to Health, Safety, Environment and Public relations within their scope of work. Managing the development of Test Documentation by their Team and Suppliers and ensuring all Team Members are SQEP for their roles Development and compliance with legal, project and contract environment requirements Finalise the procurement of the T&C specialist package for the S1 and S2 Contracts; Review the T&C specialist ITT scope ahead of contract award to ensure all requirements have been captured and costed; Ensure that the T&C specialist deliverables are compliant with the project requirements and SCS goals; Contribute to the day-to-day interactions with internal stakeholders (e.g. Construction Teams, Logistics etc.) as well as external interfaces, such as the Employer subject to the Subcontractor Works; Coordinate technical assurances requirements; Support Package Managers with training associated with commissioning and operating the systems is delivered. Support the Package Manager and Quality Assurance team by ensuring FAT and SAT Testing are witnessed and that Testing is undertaken in a structured & controlled manner. Confirming, before the works of the T&C specialist commence on site, that the following activities have been carried out; note – the day to day management of the deliverables below are overseen by the Delivery Manager but the T&C Manager, or delegate, is the overseer:
Scope of Works;
Construction drawings and specifications issued (in accordance with the SCS LOD5 Design Management Plan); Notice to Start issued to the T&C specialist; Interface arrangements been agreed with other package managers; Completion / commissioning / handover milestones have been agreed; SHE requirements eg RAMS, COSHH assessments, training records, competency cards, etc in place; SHE documentation issued to any subcontractor and acknowledged; Quality risk review has been completed for critical activities; Pre-commissioning checks are complete; Commissioning Test Plans approved; The T&C manager understands the relevant contract conditions including change control processes. To manage the T&C programme, including that of the T&C specialist Subcontractor, and monitor progress against this to feed into the SCS MEP CL32 programme:Where progress differs from the programme requirement, or it becomes apparent that any milestone is at risk, appropriate action should be taken by the T&C manager; Support package managers where their package is subject to the above. Lead where the T&C specialist scope is subject to the above. If it is not possible to mitigate delays, or rectify any change to intended progress, notify the relevant parties so that the variance is reflected in the latest contract programme; Where the package involves the T&C specialist Subcontractor, they should be notified of the failure to maintain progress using the appropriate contractual mechanism; To manage payments, by measuring or otherwise agreeing, relating to the T&C specialist Subcontractors works: Ensure that the necessary measurements and assessments are obtained, properly recorded and passed on to the commercial manager. In conjunction with the Commercial Manager, review the cost forecasts for the package and, in particular, investigate the causes for any variances from budget and how they might be controlled / mitigated. Promptly record and report any event that might possibly cause delay, or generate a claim for additional payment, either on this package or anywhere else on the contract. Ensure that there are periodic checks that there are sufficient records and details of costs for the duration of the works. Ensure that contemporaneous records of work done are maintained by the Subcontractor and issued for review (or acceptance). The T&C Manager should liaise with the Package Managers of each package to support their commissioning deliverables: Define, plan and implement the commissioning requirements; Complete and witness commissioning; Review commissioning results; Provide Assurance evidences; Complete all governance approvals. Oversee the Development of the Testing and commissioning systems integration Strategy, in line with the MEP Delivery Strategy, programme and cost; Oversee the Management, supervise, train and mentor the Testing and commissioning team (note: this may be the project delivery team) to enable them to optimise their work contribution; Overseeing of the Testing and commissioning recruitment requirements requisitioning resources in a timely manner to ensure that they are correctly specified and readily available so as not to impede the completion programme; Establishing a strong relationship with the project delivery team and suppliers, to provide operational and functional management advice on the practical implementation of the project’s Commissioning policies and processes; Undertaking and assisting contract management team in establishing, managing, and maintaining relationships with external stakeholders such as local authorities, HSE, EA, and others as required and directed for Commissioning & Testing activities against the Project Specifications; Providing advice and guidance with regards to the managing the supply chain delivery performance; Develop Project specific Commissioning Strategy and Plans for associated Packages of work; Assist and develop the Project schedule and be accountable for performance of Commissioning activities; Prepare weekly and Monthly reports.

Qualifications Essential:
Experience in involvement of a major infrastructure project, ideally from Design through to handover; Experience in a similar level role, responsible for the delivery of Testing and commissioning Systems integration, including experience with Utility contracts; Strong leadership, communication, and conflict management skills; Diploma, degree or equivalent in Electrical, Instrumentation or Mechanical Engineering or demonstrable equivalent experience; Relevant Commissioning experience in engineering or other similar regulated industry.
Desirable:
Experience of delivering Systems and Integration on a major rail project; Framework and Alliance Behaviors: Persuasive, Socially Optimistic, Democratic, Adaptable; Experience of Early Contractor Involvement models and NEC forms of contract; Knowledge of industry regulations for design, construction and testing and commissioning of building services (e.g. BS 7671 and Building Regulations); Expert knowledge of products, construction details and relevant rules, regulations, and quality standards; Experience of a self-assurance contract environment.
