Pay Rate: £17.07 per hour PAYE
Hours per week: 37 Monday to Friday, normal working hours
Role Length: This opening assignment is for 8 months

This role is accountable to a Commissioning Quality and Outcomes Manager, with no direct line management of staff. The role sits within Adults Commissioning, Quality and Outcomes, part of the People Services Directorate in West Northamptonshire Council.
Key Responsibilities:
Support CQO Service Managers and CQO Managers to undertake strategic commissioning projects including evidence-based service development, commissioning intentions and service development strategy to shape the local service offer and provider market in line with Care Act 2014 statutory duties.
To maximise personal productivity, minimise duplication and errors; and manage our information efficiently and securely to reduce risk, though effective use of Office 365 and our internal IT systems and applications.
Contribute to a range of research and analysis activities to inform commissioning and market development approaches including assessing legislative and policy change, service development research and benchmarking, demand and supply analysis, and delivery evaluation across both older people and working age adult care services.
Support the timely collection and analysis of strategic information, data, intelligence and delivery insights from across a range of sources and stakeholders to inform strategic market shaping and decision making.
Facilitate engagement across regulated and voluntary care provider markets to enable consistent market information and knowledge, understand provider view and insights, and stimulate involvement in service change and innovation including effective service development and delivery models.
Stimulate opportunities for provider dialogue and input to the development and
commissioning of care services across regulated and voluntary care sectors including the ability to explore good practice ideas and soft-market test options for service change and innovation. Support the smooth planning of provider engagement forums and third-party events.
Enable effective partnership working and collaboration across internal and external stakeholders including social care teams, care providers, health partners and Public Health, statutory agencies and membership bodies.
Work closely with commissioning, brokerage and social care teams to further develop and embed the delivery of strengths and outcome-based care practice within commissioned care provision; both contracted and internally provided care services.
Support the ability to inform and embed prevention and wellbeing strategies in commissioning approaches and projects including the ability to adopt recommended models and good practice from other local areas, partners, stakeholders, and sector bodies.
Demonstrate awareness and understanding of other people’s behavioural, physical, social and welfare needs and ensure that reasonable care is always taken for the health, safety and welfare of yourself and other persons. Actively challenge and seek to eliminate or indirectly discriminatory practice or behaviours.
