Localities Advisor

Fixed Term, Full Time

Up to £37,158 per annum

Location: Chelmsford

Please note that this is a fixed term contract / secondment opportunity for a period of 12 months.

This position has been classed as an anywhere worker role but has an expectation that the successful candidate will attend the office, in Chelmsford, approximately 1 day per week, with the remaining time allowing for remote working if desired.

The Opportunity

This role is part of an exciting team working across the County Council's responsibilities for Sustainable Growth including the economy, skills and regeneration, as well as other services across the Council to unlock the great potential of places and communities throughout Essex. A key focus will be to contribute towards levelling up in some of our most deprived communities.

The Localities Advisor will support work to draw together the Council's activities in key localities, building great working relationships with local partners in those places. They will support work to bring together different functions and services to maximise our impact in these locations and support practical action to deliver better outcomes in priority places.

The post-holder will play an important role in bringing together, developing and implementing strategies and projects to deliver positive outcomes in our key localities. They will be adept at developing individual projects, working with a range of internal and external partners, they will spot and develop opportunities to promote innovation and greater commerciality.

Accountabilities

  • Responsible for supporting and leading specific workstreams within a key locality, developing and assessing evidence, supporting project management and leading specific projects where appropriate
  • Build effective working relationships with key partners, in specified localities, to support the delivery of shared goals.
  • Contributes to determining the effectiveness of interventions in place through building evidence and analysis, across the Council and partners.
  • Works closely with the Localities Leads to effectively prioritise and target activity, ensuring maximum impact on Place programmes and interventions
  • Support the production of briefings and advice to senior leaders and members, developing a variety of clear communications for a wide range of audiences.
  • Works collaboratively, building wide internal and external networks which are influential, co-ordinating workstreams with partners to achieve joint objectives.

The Experience You Will Bring:

Essential

  • Educated to degree level or equivalent by experience.
  • Evidence of continuing professional development and knowledge in relevant professional area. An understanding and experience of business case development, urban regeneration and/or economic development would be particularly welcome.
  • Ability to interpret and analyse data, using evidence to compile reports and other communications at senior level.
  • Understanding and experience of project and programme management.

Desirable

  • Experience of building strong relationships with partners, which are collaborative and influential in their nature to achieve joint objectives.
  • Excellent interpersonal skills, adept at working with others with a wide range of experience and expertise
  • Works within a culture of continuous improvement and innovation - translating learning to develop new approaches to service delivery.
  • Proven ability of working at pace, across a range of project areas, meeting deadlines and successfully delivery of results.
