JOB SUMMARY
As the ISM you are responsible for the management of two Women’s Refuges, one of which is in Lichfield & the other in Tamworth. Both provide intensive support to women and children, one is staffed 24-hours, and we have a total of 21 bedspaces. You will ensure the provision of high quality and service user focused support to those who access Pathway services. You will also have overall responsibility for the creche facilities provided and will be required to ensure that those facilities comply with Ofsted and other relevant regulations. You will deputise, where necessary, for the Operations Director or CEO.
MAIN DUTIES OF POST
The list below describes the main responsibilities and duties of the role but is not a finite list. You will be required to carry out any other duties commensurate with this post.
1. ACCOMMODATION
1.1 To provide safe and secure accommodation for women and their children who are
fleeing domestic abuse. To ensure that services are of a high standard, sensitive,
appropriate to their individual needs and comply with relevant regulatory standards.
1.2 To ensure the building and grounds are properly maintained, all safety precautions are effective and safety equipment is maintained. To ensure that Health and Safety and fire risk assessments are carried out and completed regularly. To monitor and instigate fire drills on a regular timetable.
1.3 To liaise with Tamworth Borough Council and Bromford Housing who own the premises, with regards to Health and Safety, repairs, and any necessary refurbishment. To keep appropriate records with regards to this.
1.4 Together with the CEO and Operations Director, to review on a regular basis the operation and function of the intensive support centres, in terms of service delivery and response to the residents and their children.
1.5 To be responsible for the monitoring of void levels and the management of contractors and building maintenance.
1.6 To monitor the helpline in terms of staff/volunteer management and their response to it.
1.7 To participate in the on-call management rota for accommodation support. This will be scheduled so that the dual site manager will be covering both intensive support centres on the same week so as not to double the workload. Staff will receive a financial contribution for each week they cover the rota.
1.8 To have responsibility for the safe, secure, and legal running of the onsite creche provision, including management of staff.
2. STAFF MANAGEMENT
2.1 To take part in the recruitment of new staff, to deploy existing staff effectively and to train, motivate and manage the activity of staff ensuring that they effectively contribute to the achievements of Pathway goals and to their own personal development
2.2 To manage and lead a team of staff at each intensive support centre, ensuring there is a cohesive staff team across the two sites with a consistent approach.
2.3 To implement monthly line management meetings.
2.4 To manage team meetings across the two sites, ensuring a consistent approach to accommodation-based support across both centres.
2.5 To ensure staff have the appropriate training and guidance to carry out their roles effectively.
2.6. To ensure staff are using the Oasis system consistently and effectively so that client interactions are recorded appropriately.
2.7. To monitor poor performance, ensure goal setting and implementing the disciplinary and grievance procedure as appropriate.
2.8. To work with the CEO, Operations Director and Volunteer Manager to build a team of volunteers to help support the daily functions of the intensive support centres. To supervise volunteers, including allocating them work, and to ensure the training, motivation, and personal development of both the staff team and volunteers.
2.9 To divide working hours between Tamworth and Lichfield sites to ensure effective management of staff and development of the intensive support centres.
2.10 To work in conjunction with the CEO, and other management personnel, to ensure a consistent standard across the organisation.
3. ADMINISTRATION
3.1 To effectively schedule and maintain separate rotas for both intensive support centres, including, where appropriate, scheduling in cover for sickness and holidays.
3.2 To document monthly line management, team meetings and any disciplinary or capability issues and to store them securely and confidentially.
3.3 To ensure the use of accurate record keeping and confidentiality through monthly case management sessions with staff members.
3.4 To ensure the consistent use of service user paperwork across both intensive support centres.
3.5 To document and complete the required returns of funders, landlords and trustees. This includes the management of the quarterly returns of workbooks under current tender guidelines.
3.6 To update and maintain the service user databases of both intensive support centres.
4. FINANCE
4.1 To implement the effective supervision of voids, and to formulate corrective strategies to ensure void levels are kept to a minimum.
4.2 To manage the yearly set budget for both intensive support centres, liaising with the Finance Officer to ensure that expenditure does not exceed income.
4.3 To remain up to date with welfare reforms and ensure that the income of residents is maximised through appropriate benefit claims.
4.4 To assist with awareness raising and fundraising activities in relation to the work of the intensive support centres.
5. OTHER DUTIES
5.1 To attend, where appropriate, meetings with the landlords and funders of both intensive support centres.
5.2 To participate and contribute as a senior member of staff towards the development of the Pathway Project.
5.3 To attend and participate in all relevant meetings, including feeding back to management and trustee meetings and the AGM.
5.4 To complete and distribute minutes of internal meetings.
5.5 To be able to drive and have access to a car that can be used for work purposes.
5.6 To represent Pathway and the work it does with external agencies, including written reports and presentations.
5.7. At all times protect the safety and security of Pathway service users, staff, volunteers, and all those in the work of Pathway, it’s premises and the confidentiality of records and other information.
5.8. Uphold the rights of women, children and young people who have experienced domestic violence, advocating vigorously for them while offering protective strategies, and appropriate safe services.
5.9. Adhere to all Pathway policies, with specific regard to Safeguarding Children and Adult policies, Health & Safety and Data Protection.
5.10. Adhere to the terms of relevant legislation, especially in respect of Safeguarding Children and vulnerable adults, Equality & Diversity, and Health and Safety; and keep updated of any changes or proposed changes in relevant legislation, policy and practice.
5.11. To contribute to the website or social media, as and when required.
5.12. Attend appropriate training and maintain Safeguarding training at all levels.
5.13. Attend at least two fundraising/awareness-raising events a year – these may be out of normal working hours, but time will be given in lieu.
5.14 Carrying out any other tasks that may be required from time to time in the interests of the effective administration and development of the project, including participating in training and delivering presentations.
6. ADDITIONAL ITEMS
6.1 This post is subject to completion of a six-month probationary period.
6.2 Must be able to work across Pathway sites as required.
