Job Description

We have exciting new opportunity for a site-based HSE Manager to join our Construction team based on one of our client sites in Harlow (Hertfordshire/Essex border).
Responsibilities
The HSE Manager will ensure the safety, health environment, and quality assurance on sites. They supervise or co-ordinate work systems to ensure products and services meet the highest quality standards, and that working conditions are safe and meet legal requirements.
To advise the Directors and Managers on all safety, health and welfare matters to ensure the Company complies with its statutory obligations.
Give advice and guidance on all aspects of Health, Safety and Environmental issues at all stages of a contract.
Keep up to date with changes in current legislation and to bring to the attention of the Director responsible for Health and Safety any relevant new legislation. Implementation of any new legislation relating to health and safety.
Conduct regular sub-contractor control inspections.
Report if situations are found, that in the opinion of the Safety Manager, require immediate rectification or the stopping of any operation.
Attend senior project management team meetings to give HSE statistics, areas of development and take responsibility for any actions as required.
Job Specifics
Management weekly Site H&S meeting for subcontractors. This will be with the subcontractor “Black Hats” generally.
Review and Audit Subcontractor “Friday Packs” with relevant package/site manager to ensure that the information provided is current and relevant for the current project phase. Ensure that the “Friday Packs” are recorded in accordance to the CEP and JCA procedures.
Monthly Review and update where requirement on site specific plans (SWMP, EMP, CPP, TMLP, EFP, Site safety plans etc).
Review and audit the issuing or permits on site. Assist/ provide guidance to the team in correcting any errors/issues identified.
Ensure the company meets its obligations under the ‘Control of Major Accident Hazards Regulations’.
To investigate accidents and ensure all documentation is updated.
Statutory and Project specific Registers are kept up to date.
Carry out JCA LOLER & PUWER inspection reports. Review and Audit Subcontractor LOLER & PUWER inspection reports.
MS003 Monthly H&S audits and Quality Assurance on sites in line with the JCA Monitoring Schedule.
Carry out JCA Weekly and monthly Site inspections. Review and Audit Subcontractor Weekly and monthly Site inspections.
Carry out Site inductions. Review and Audit specific Site inductions for suitability based on stage of project.
Carry out JCA Toolbox talks. Review and Audit Subcontractor Toolbox talks.
Facilitate all forms of risk assessment - manual handling, fire risk assessments / fire prevention, COSHH.
Ensure the JCA Safe System of Work is implemented on sites and adhered to at all times (Electrical site safety, Temporary works, Confined space etc).
Qualifications and experience
Have a minimum of 3 years’ experience in a similar role.
Technical Member of IOSH (Tech IOSH).
Possess a thorough knowledge of health and safety and quality assurance.
Possess a thorough knowledge of ISO 14001 and ISO 45001.
NEBOSH Construction Certificate.
Emergency First Aid.
CSCS Card.
