Description
Role Purpose and Role Dimensions:
Deliver a professional, proactive and commercially focused service across the Council. Deliver comprehensive and integrated HR consultancy, by providing expert advice, guidance and interventions to enable the business to meet its strategic and corporate objectives. Create and maintain excellent stakeholder management both internally and externally.
Provide a comprehensive HR consultancy service to meet the needs of Council Departments adhering to an HR culture which is results oriented, customer focused and forward looking. Demonstrate high-level HR Consultancy knowledge, skill and expertise. Contribute as an effective and collaborative member of the HR Consultancy Team and the wider HR Division
Work with managers to develop a business partnering approach and bespoke employee relations and recruitment resourcing approaches on a range of issues, involving other colleagues to deliver a seamless service, to meet departmental needs and enhance management capability. Work closely with line managers on disciplinary, grievance, capability, absence management and other employee relations matters. Where necessary, liaise with internal and external legal bodies to prepare the Council's defence in tribunal proceedings. Advise and assist managers and staff on responses to employee litigation on behalf of the
Work closely with line managers on specific reorganisation, process migration and redundancy issues. Execute TUPE transfers including due diligence and consultation. Identify wider implications of HR issues, resourcing requirements and risks during the business planning processes
Provide advice to managers, and staff, in relation to employment law, reward, compensation, grading issues and HR policies, practices and procedures. Research, develop and implement HR best practice and procedures. Facilitate effective implementation and consistency of the Council's HR policies and procedures.
Use workforce management data developing a proactive, insightful approach of workforce data that embeds the business partnering approach evidencing workforce analysis.
Champion, promote and demonstrate the Council's values in all aspects/areas of the role both within the department and across the council. Support the council management team in the delivery of its vision and corporate priorities. Demonstrate an outcome driven approach to work in line with the corporate vision and values
Take responsibility for assisting managers to provide effective leadership, and communication with their staff. Advise managers on specific HR policies, employment law and the application of general principles of best
