Positive Employment is currently recruiting for a Housing Officer (Estates) for our client a government organisation based in Guildford.
The successful candidate will proactively manage a defined area or neighbourhood within the organisation's housing stock.
This is a 3 month starting contract with the possibility for extensions. Hybrid working available.
Duties and Responsibilities but not limited to:
Deliver a high standard of neighbourhood management services for service users, achieving value for money for services, high levels of customer satisfaction, by working closely with other teams and services.
Advise tenants and leaseholders of their rights and responsibilities under their tenancy or lease, providing any advice and assistance as may be appropriate under the Housing Act 1985, Housing Act 1996, Localism Act 2011, and other legislation.
Enforce tenancy and lease conditions, with regard to estate management, and provide evidence to support any legal action if necessary, including acting as the organisation’s witness in court proceedings.
Duties in respect of leasehold management: Collect and collate information and provide evidence to support any legal action in respect of service charge arrears if required. Deal with enquiries regarding service charges, where these to relate to provision of housing services. Deal with general enquiries about former organisation properties.
Respond promptly and effectively to neighbour nuisance and anti-social behaviour complaints within the organisation’s policy and procedures, working with the necessary residents, partner agencies and external organisations to end anti-social behaviour and promote safe and sustainable neighbourhoods.
Deal with and respond to complaints about services, and against the organisation, regarding housing matters, taking ownership of the problem and see it through to a satisfactory conclusion.
Act as authorised officer under relevant legislation to make arrangements to secure access to tenant’s homes for the purposes of gas safety checks or other relevant health and safety reasons.
Working with partner agencies to support vulnerable tenants and households.
Support the organisation’s new build programme; attending planning and consultation meetings in respect to proposed new developments, handover of new properties, participating in launches or openings of new housing developments with the view of building PR and promoting communities.
Contribute to and carry out procedures to detect social housing and other types of fraud.
Personal Requirements:
Higher education qualification or degree or equivalent (Desirable).
Chartered Institute of Housing Professional Qualification or other appropriate professional qualification (Desirable).
Experience of working within a face-to-face customer service environment within a public sector or voluntary sector.
Experience of working in social housing for a local authority or housing association.
Experience of case building and the management of cases, statement writing and presenting and attending meetings.
Experience in managing Leaseholder enquires and/or shared ownership properties and Section 20 Consultation (Desirable).
Knowledge or awareness of housing and social welfare legislation and its practical application in housing management: Housing Act 1985, 1988, 1996, Data Protection Act 1998, Humans Rights Act 1998, Leasehold Reform Act 2002, Localism Act 2011.
Working Hours: 37hrs a week - Monday - Friday
Pay: £19.78 p/h
Please note this role is within the scope of IR35.
