Prosper Recruitment are working in partnership with a Main Contractor - Tier 1 (Civils, Structures, Infrastructure and Build) who are looking to a Highway Asset Engineer. This is a fantastic opportunity to join, a multi-disciplinary design consultancy including Civil, Structures, Infrastructure and Build.

Our client is North East Lincolnshire Council's long-term Regeneration Partner delivering a number of services on their behalf, including the Highways Design Service. They are proud of our established, successful and award-winning partnership - their team having secured a number of high profile regeneration and infrastructure projects, as well as being responsible for delivery of the Local Transport Plan for North East Lincolnshire. This role supports the team in their delivery of a first-class service to its customers and fully contributes to delivering sustainable development and growth in North East Lincolnshire.

Responsibilities of the Highway Asset Engineer:

  • The post holder is responsible for assessing and prioritising planned maintenance works on the highway.
  • The post holder will be responsible for line management of the highway inspection team.
  • The post holder will take a lead role in the development of policies and programmes of work for highway maintenance, contributing to delivery of the Council's Highway Asset Management Policy and Strategy, and fulfilment of the Council's responsibilities for maintenance of the highway network, aligned to delivery of local and national objectives, to ensure that the highway network is protected as a valuable asset for future generations.
  • Direct line management of the Highway Maintenance Inspection Team.
  • Direct supervision of contractors engaged in project delivery for capital works programmes, data collection and condition surveys, and consultants engaged from time to time in project design and management.
  • Direct contact with supervisors working for contractors engaged in project delivery including negotiations regarding changes to project brief, contract performance and payment.
  • The post holder will be expected to design and develop innovative ways in which the Highway Asset Management service can deliver the Outcomes desired by the Council and the Regeneration Partnership.
  • To identify opportunities and be innovative in seeking out new sources of additional revenue and capital funding to support and enhance the highway asset management service.
  • Control and manage data delivery from specialist contractors for routine and ad-hoc highway condition survey, including validation and import into the highway asset management system
  • Using highway condition data and relevant asset information to inform and develop future programmes of preventative and planned maintenance works.
  • Assist with the integration of the highway asset management policy and strategy within the broader transport policies of the Council.
  • Contribute to the development of highway infrastructure construction and maintenance policies and standards which promote the safety and serviceability of the highway network, requiring minimal whole life expenditure.
  • Ensure compliance with relevant Codes of Practice relating to highways maintenance activities e.g. Well Managed Highway Infrastructure.
  • Act as Duty Officer (after training) and decision maker for weather forecasting (on rota) and ice prediction systems to determine the required action for the precautionary treatment of the highway network in respect of salting and snow clearing.
  • Undertake and complete the annual review of the client's Winter Service Policy.
  • Undertake such other duties as may be reasonably expected at this level.

Requirements:

  • Relevant experience in Highway Maintenance / Civil Engineering or relevant associated discipline
  • Qualified to HND / HNC (or equivalent) in Civil Engineering or relevant associated discipline
  • Knowledge of relevant legislation and regulatory framework for the provision of highway services
  • Knowledge and experience of highway construction methods, maintenance treatments, materials and equipment
  • Knowledge of highway asset management systems
  • Management or supervisory experience
  • Understanding of Health and Safety legislation and good practice relating to highways and construction
  • Budget and project management skills which are essential to ensure the effective delivery of the service with limited resources
