Head of Supply Chain Management- Restart Scheme
Permanent, Full-time 37 hours per week, Monday- Friday Homebased role covering Wales and West Midlands territory Up to £78,000 per annum plus car, bonus, and private medical cover Serco are recruiting for a Head of Supply Chain Management role to join our Restart scheme. Serco currently delivery over 80% of their restart contract through a large, specialised supply chain network. The Head of Restart Supply Chain will manage a team of Supply Chain Managers across all of Serco's Restart Contract Package Areas, ensuring that strong Supply Chain Management drives high performance and contractual compliance across the contracted areas and consistently delivering Tender Performance Levels through Serco's network of Supply Chain Partners. This new and exciting role will be covering a territory across the West Midlands and Wales. The role is home based but will require working from multiple delivery sites on a regular basis.
This role will directly line manage all Restart Supply Chain Managers, ensuring that they operate effectively and are supported to provide market-leading, high-quality management to partners. They will develop the skills of their team, and proactively manage under-performance to ensure that contract performance is maintained. This post will also foster strong relationships with key senior stakeholders across Serco's Restart Supply Chain, enabling them to effectively influence operational practice where required. They will also review the performance of the supply chain, taking ownership of tactical and strategic decisions about the flow of referrals and makeup of the supply chain to ensure performance and service delivery are optimised for Serco's Restart Participants. Main accountabilities:
Manage successful delivery of Key Performance Indicators and SLA's by Supply Chain Managers across all Supply Chain Partners.
Lead a team of Supply Chain Managers, setting and meeting challenging targets and providing effective performance management, including the proactive management of under-performance.
Oversee and guide the development and continuous improvement of Serco operations and services through its network of Suppliers.
Promote development and training across the Supply Chain Management team, and address capability gaps to increase the overall performance of the team.
Run system-generated reports and interpret contract performance data to ensure supply chain partners are performing as agreed; Benchmark the performance of designated supply chain partner with the aim of ensuring continuing value for money, better performance, and improving business practices.
Take accountability for the resolution of operational, contractual and performance risks and issues as they arise.
Ensure Supply Chain Managers commit to a practice of continuous improvement and the sharing of best practice among the Serco network.
Review workforce, demand planning and attrition data to ensure Supplier resources are sufficient to deliver Serco's performance and financial targets.
Build effective and productive collaborative relationships with the senior leaders across the Supplier network based on three key factors for success: mutual trust and understanding, openness and excellent communications, and a joint approach to managing delivery.
Support both of Serco's Restart CPA's with attendance at, and input to, the DWP's Contract Performance Reviews.
Act as a point of escalation within Serco's complaints handling protocols, listening to participants' complaints and identifying and facilitating solutions, or further escalating unresolved issues.
Actively supporting succession planning and recruitment into Management roles to ensure that Serco's Supplier performance is effectively managed at all times.
Where appropriate, take mitigating actions when supply chain partners fail to achieve targets; Develop, monitor and review performance improvement plans, identifying opportunities to support and build capability, and facilitate exit from the supply chain where necessary.
Build an understanding of CPA's current and future needs and priorities regarding the Restart contract, and use such understanding to inform and influence the development of an effective network of supply chain partners to deliver employment services.
Establish a collaborative working environment among all stakeholders to facilitate partnership working and high levels of motivation, innovation and communication.
Attend all appropriate meetings (DWP CPR reviews, quarterly supplier BPR meetings etc) as required to represent the Restart SMT in these forums.
What you'll need to do the role:
Extensive leadership & people management experience
Qualified to NVQ Level 5 (or equivalent qualification or experience) in Supply Chain Management
Demonstrable experience of employability programmes, operations and contract delivery
Demonstrable experience of leading high performing teams in a senior role
Experience of effectively analysing detailed management information to drive high performance across a range of metrics
Demonstrates a strong commercial acumen in the management of contracts
Experience of carrying out effective performance and development reviews and effectively managing underperformance
Ability to effectively communicate at all levels, using a variety of communication methods (spoken, written, behaviour)
Proven ability to build collaborative internal and external relationships at a senior level
Ability to use own initiative, working independently and as part of a team
Highly computer literate (MS Word, Outlook, Excel, PowerPoint)
Demonstrates a flexible and professional approach to work
Maintains confidentiality and gives and receives constructive criticism
Proactively identifies and solves problems
Maintains high standards of quality and accuracy and follows procedures accurately and reliably
