The Head of Strategic Procurement will be responsible for leading the Integrated Procurement Service (IPS) category team, driving innovation, value and compliance with the Public Contracts Regulations (PCR) and the IPS procurement strategy objectives. We provide an integrated procurement service to Surrey and Borders Partnership NHS Foundation Trust (SABP) and Sussex Partnership NHS Foundation Trust (SPFT), through a co-funded service model. Staff in the IPS are employed by SABP, but can be based at either Worthing or Leatherhead. Main responsibilities include:
Leadership and management of the Strategic Procurement Team including, Senior Category Managers and Category Specialists ensuring workload is managed according to demand. To be a key contributor to the IPS procurement strategy and long term plans, supporting implementation, ensuring that performance targets and strategic objectives are met and that they contribute to corporate policies and strategy. Lead the adoption and management of all IPS systems, including the highly complex regulated e-tendering, contract management and pipeline system Atamis. Ensure the functionality is used correctly to align with DHSE requirements for publishing workplans and ensuring regulated transparency through the contract database and e-tendering tool Lead and support the Associate Director of Procurement to deliver initiatives for developing, implementing and maintaining a best in class commercial procurement function, in terms of people, systems, processes and strategy. Relationships are to be established with key internal stakeholders working closely with them at a strategic level to deliver Procurement, wider Trust, Regional and National outcomes.
Person SpecificationProfessional membership and experinceEssential
Member of the Chartered Institute of Purchasing and Supply (MCIPS) or appropriate professional institute or relevant experience. If not CIPS qualified, must be studying or willing to study if required. At least 5 years' functional experience in procurement with significant knowledge in a senior procurement / category management role. An understanding of the Public Contracts Regulations

An awareness of NHS England policy on contracting and procurement is desirable.

Effective category, project management and planning skills with the ability to carry out multiple complex projects at a senior strategic level. A clear understanding of procurement and contract management best practice A history of successful delivery and a range of above threshold public sector or commercial procurement and/or contract management experience Strong relationship skills Leadership experience
