Head Of Safeguarding – Rotherham Metropolitan Borough Council (REMOTE/HYBRID WORKING)
I am currently representing Rotherham Metropolitan Borough Council whoare offering an initial temporary contract for a period of 3-6 months with a view to be extended or offered a permanent position for the right candidate at a Rate of £Negotiable.
Substantial experience of working in a statutory children’s services environment, including recent extensive senior management experience and experience of managing teams including Quality Assurance, IRO and Conference teams, line management of the PSW, Learning Academy and workforce, and support service including therapeutic support to children, families and care providers, FGC, voice, and participation. The portfolio also includes the Business Unit for the Safeguarding Partnership.
Substantial experience of implementing best practice in the field of Children in need of help and support / child protection / safeguarding, corporate parenting.
Substantial experience and knowledge of developing and implementing effective integrated working strategies and evidence-based interventions.
To lead the delivery of services within the portfolio of responsibilities, in line with national and local priorities and principles. To ensure statutory functions are fulfilled and undertaken in accordance with current and emerging legislation and guidance.
To have overall responsibility for championing social work practice and development both within the organisation and at a regional and national level, working with external organisations and forums to develop and promote high quality practice across Children’s services.
To act as a critical friend, providing ‘challenge’ and being a ‘agent of change’ to the system, providing quality assurance on social work practice, supported by evidence within the Quality Assurance Framework, including observations of practice.
To exercise budgetary control over all expenditure within the portfolio. To ensure budget monitoring processes are adhered to and action taken to rectify any issues that arise. To be accountable for the service budget spend and monitor any devolved or delegated budgets within it.
To ensure the development, implementation and monitoring of service plans, policies, and frameworks, including the interpretation of national policy guidelines and application to local circumstances.
To support the PSW to provide strategic direction to the social work workforce and promote a consistent culture across Children Services, playing a lead role in ensuring a skilled social work service, including recruitment, retention, and professional development.
To lead the audit process across the directorate providing strategic management to the audit team (taking a lead role in thematic and general audits as a key member of the ‘audit team), working collaboratively with colleagues across all services within the directorate to ensure changes to practice arise as a result of audit findings.
To lead multi-agency partnership working with relevant organisations / stakeholders involved in protection processes including Health, Police, and schools to ensure safe and effective information sharing and joint working.
To take a pro-active role in preparing for external inspections and manage the social work response to inspection and audit findings in respect of quality, performance and learning from inspections.
