Job DescriptionHead of Major ProjectsChelmsfordWe seek a strategic leader with strong influencing and negotiation skills, capable of fostering collaborative relationships with clients, officers, members, and external partners. Commercially savvy and innovative, you'll unify diverse expertise to drive successful outcomes and shape our service offerings.In this role, you'll lead teams shaping Essex's transportation system, covering traffic data, planning, scheme design, sustainable transport, flood management, consultancy, and air quality services. Additionally, you'll oversee third-party projects like developer-funded works.Key responsibilities• Leading a diverse team to deliver both Essex County Council’s and Ringway Jacobs’ outcomes, including financial budget and programme forecasting, reporting and overall management of design delivery.• Ensuring that all work streams are delivered identifying any shortfalls in resources and taking strategic action to address.• As named Principal Designer on the Contract, ensuring that all schemes are implemented in accordance with CDM 2015, and all technical and legal processes are followed.• Production of the annual service plan for the different areas, ensuring that continuous development is embedded into each of the teams and that there is a clear vision provided for the year ahead.• Bringing together all teams to work collaboratively to ensure schemes are delivered in the most efficient manner, taking advantage of synergies and encouraging cross service working.Overseeing and leading around 180 reach-back Jacobs staff, the Head of Major Projects manages the delivery of a wide range of design services and is a member of the Essex Highways Senior Leadership Team. The work streams include:• Traffic Data – providing the traffic data service for Essex including the management and operation of the counters and sensors and suppliers/subcontractors.• Transport Planning – providing the transport planning service including transport policy & strategy, local plan support, transport modelling, feasibility studies, business case development, submission of funding bids, transport assessment reviews, etc.• Advance Scheme Design – preliminary design of schemes in support of funding bids.• Design of Minor and Major Schemes – designing highway and drainage improvements in accordance with Design Manual for Roads and Bridges, LTN-120 etc.• Flood Management Design – optioneering, feasibility and design of flood management schemes for self-delivery using Essex Highways supply chain partners.RequirementsSignificant and demonstrable management experience within either a Transport or Highways environment with track record of successful delivery of schemes, projects, and services.Comprehensive knowledge of Health and Safety legislation Excellent leadership skills with the ability to build a highly performing and motivated team from diverse backgrounds. Experience of managing an in-house design resource and utilising consultancy staff where needed.Experience of financial management, ideally in both the public and private sectors.Please apply for more information
