The Housing, Planning and Cities team are responsible for managing the spending for the Department of Levelling Up, Housing and Communities (DLUHC). This involves working with DLUHC on policies to accelerate housing building, make housing more affordable, and levelling up (reducing inequalities between different places in the UK).

We are responsible for over £10 billion of public spending each year, including housing, homelessness, planning reform, local economic growth and levelling up opportunity across the UK.

About the Job
We have an exciting role at the heart of HM Treasury's work on economic growth and levelling up (the Government’s mission to combat social and economic inequalities between places in the UK). Our role in crafting economic policy and its oversight of public spending makes HM Treasury an outstanding place to make a tangible impact on these issues. We can offer you the opportunity to work on some of the Government’s biggest domestic priorities, with keen interest from the Chancellor and other Ministers.

Key accountabilities
Setting and articulating HM Treasury’s regional growth strategy, including for the next Spending Review - this will involve developing a strong understanding of regional growth, and how we can best use HMT’s policy levers to drive it, working with others in HM Treasury to ensure it is part of our wider economic growth strategy.
Responsibility for c£4bn annual spending; You will supervise scrutiny of spending across all local growth budgets in DLUHC – working with the department to ensure taxpayers money is spent appropriately, efficiently and delivers value for money.
Encouraging excellent relationships with senior partners in DLUHC; No 10; external local growth specialists; local government; and think tanks. We are an outward looking team and part of this will involve supporting your team in developing wider links with external partners in order to provide the best advice possible to HM Treasury Ministers.
Strong and inclusive leadership and line management of a team of 8 with 3 direct reports and 5 junior staff under them. This is a priority for us, and you will set direction for them, provide development opportunities and mentoring, and pastoral support to build an outstanding team.

About you
Our successful candidate will be able to use strong analytical and policy skills, excellent judgement, and strategic thinking to lead on a wide reaching and high profile portfolio. You’ll be skilled at analysing and evaluating a range of information to draw out strong advice for Ministers. Lastly, you’ll comfortably build positive working relationships with a wide range of senior and external partners, deploying strong influencing and negotiating skills.
