Job Description
Head of HR Transformation - Invest NI
MCS Group is delighted to be partnering exclusively with Invest NI, as they seek to appoint a Head of HR Transformation on a full-time permanent basis, a newly created opportunity for the brand. The successful candidate will focus on the restructuring of the organisation, which includes strategic resourcing, and the implementation and then embedding of the HR & OD Strategy.

The role will sit within Invest NI's People and Culture Group, who's objective is to support the delivery of their business strategy by providing a full range of cost effective and efficient, business aligned people solutions and services. The Group adopts a Trusted Business Partnership approach, working as advisers to the organisation to offer a range of people solutions that assist Invest NI to deliver service excellence to our customers.
About the Role
The Independent Review of Invest NI was published in January 2023 and provided an independent assessment of Invest NI's efficiency and effectiveness and, looking forward, its capacity to strategically align with and operationally deliver the Economic Vision for Northern Ireland.
This role will support the implementation of the Independent Review recommendations focusing on restructuring the organisation, strategic resourcing, and the implementation and then embedding of the HR & OD Strategy.
In addition, this role will be responsible for:
Modernising HR policies and procedures;
Transforming resourcing to ensure a talent pipeline is available to support the wider business;
Improving employee engagement and developing and implementing the organisation's diversity and inclusion strategy;
Driving continuous improvement including digitalisation and the streamlining of internal processes across the People and Culture function.
Reporting to the Executive Director, People & Culture, you will manage a team across the following primary focus areas, though this is not intended to be an exhaustive list:
Strategy and Transformation -
Collaborate with the Executive Director of People & Culture to develop, implement and embed people strategies aligned with our organisational objectives along with the continuous improvement of HR policies and initiatives.
Restructuring -
Lead on the HR aspects of the organisational restructure, partnering with business leaders to restructure the organisation, providing practical guidance, direction and operational support.
Strategic Resourcing -
Conduct a strategic review of resourcing to modernise and transform the end-to-end recruitment offering, moving from a traditional recruitment model to the development of a multi-dimensional resourcing model.
Employee Engagement - Inclusion & Wellbeing, Culture & Values -
Devise and successfully implement employee engagement strategies, as well as diversity, equality, and inclusion at all levels top support the achievement of the ESG strategy.
Modernisation / Business Improvement
- Act as a key delivery agent for the People & Culture Function on the Independent Review Project Team, making key decisions and understanding the impact these decisions will have on our employees and on future business.
Digitalisation
- Review HR processes to improve the digital experience for employees thus enhancing the employee experience.
HR Systems and Data Management
- Oversee the implementation and maintenance of HR Information Systems, ensuring accuracy, security, and compliance with regulatory frameworks.
Stakeholder Relationships
- Communicate, consult and maintain employee relations at all grades within the organisation throughout the period of business change related to the Independent Review Action Plan and subsequent change programmes. Take a lead role in all TU engagement and deliver desired outcomes.
Personnel Specification
To be considered for the role, candidates must be able to demonstrate, by the closing date for applications, experience in the following essential criteria.
You must demonstrate this experience through specific examples.
Recent has been defined as within the past
eight
years.
A degree-level qualification or equivalent, or be a Chartered Member of the Institute of Personnel & Development;
A minimum of three years' recent experience of operating as a senior HR generalist* across a broad range of HR functions, to include resourcing, employee engagement and organisational change, applying a comprehensive working knowledge of Employment Law and HR best practice;
A recent substantial and credible track record of successfully leading and managing a team on HR transformation, identifying and delivering business improvement initiatives with clear and tangible business benefits in a HR environment;
Experience of making decisions under pressure, anticipating potential issues and providing robust solutions, taking a pragmatic approach in the best interests of your organisation;
Experience of successfully collaborating with internal and external stakeholders at a senior level to optimise impact and to overcome strategic challenges;
Two years' recent experience of managing a team of people;
Possess a full driving licence and have full use of a vehicle for business purposes or have access to a form of transport which will permit travel throughout Northern Ireland to meet the requirements of the post in full, both in a timely and effective manner.
*Defined as reporting to "Director" level or to a "Head Of" level if the experience has been gained in a large organisation
Terms, Conditions, Benefits
The Head of HR Transformation is a permanent and full-time, 37 hours per week; however, Invest NI offers a range of flexibilities to enable a better work life balance for our people.
Salary
The salary range for this position is £65,409 - £71,353 per annum (G6 Grade, 2023 Pay Scale, effective 1 July 2024). The entry point for the successful candidate will be at the minimum of the range.

Location
This role is based in Invest NI's Bedford Street Headquarters, though our hybrid approach to working allows our people to work a maximum of three days per week at home. There is also flexibility to work remotely across our Regional Office Network.
Holidays
Your annual leave entitlement will be 25 days per annum, increasing to 30 days after 5 years, with an additional 12 Public and Privilege holidays. The leave year runs from 1st February to 31st January. Leave entitlement in the period prior to the start of the new leave year is calculated on a pro-rata basis.
You may work flexibly between 7am and 7pm but must take a minimum of half an hour for lunch. At management discretion and without adversely affecting the overall efficiency of Invest NI, if you have built up enough hours each month you may take up to a maximum of three flexi days.
