As the Head of HSQE within the railway civils and infrastructure sector, your primary responsibility is to oversee and manage all aspects related to health, safety, quality, and environmental standards within the organization. Key Responsibilities:
Strategic Leadership:
Develop and implement the HSQE strategy aligned with the overall business objectives, ensuring continuous improvement in safety, quality, and environmental performance.
Provide strategic direction and guidance to the HSQE team, fostering a culture of excellence, accountability, and proactive risk management.
Regulatory Compliance:
Stay abreast of regulatory changes and industry best practices, ensuring that the organization remains compliant with all relevant health, safety, quality, and environmental legislation and standards.
Liaise with regulatory bodies and industry stakeholders to influence policy development and advocate for the adoption of best practices.
Risk Management:
Identify, assess, and mitigate HSQE risks associated with railway civils and infrastructure projects, incorporating risk management principles into project planning and execution.
Conduct regular audits, inspections, and assessments to identify areas for improvement and ensure adherence to established HSQE standards.
Training and Development:
Develop and deliver comprehensive HSQE training programs for employees and contractors, fostering a culture of safety consciousness and compliance at all levels of the organization.
Provide coaching and mentorship to HSQE personnel, supporting their professional development and ensuring competence in their respective roles.
Incident Investigation and Analysis:
Lead investigations into incidents, accidents, and near-misses, identifying root causes and implementing corrective actions to prevent recurrence.
Analyze incident data to identify trends and emerging risks, leveraging insights to enhance prevention strategies and improve overall HSQE performance.
Supplier and Contractor Management:
Collaborate with procurement and project management teams to assess the HSQE capabilities of suppliers and contractors, ensuring alignment with organizational standards and expectations.
Establish clear HSQE requirements in contracts and monitor compliance throughout the duration of projects, holding suppliers and contractors accountable for performance.
Stakeholder Engagement:
Engage with internal and external stakeholders, including clients, regulatory agencies, and community groups, to communicate HSQE priorities, initiatives, and performance outcomes.
Build and maintain positive relationships with stakeholders, demonstrating the organization's commitment to HSQE excellence and transparency.
Qualifications and Experience:
Bachelor's degree in Civil Engineering, Environmental Science, Occupational Health & Safety, or a related field. Advanced degree or professional certifications (e.g., NEBOSH, IOSH, CMIOSH) preferred.
Extensive experience in HSQE management within the railway or transportation sector, with a focus on civil engineering and infrastructure projects.
Strong knowledge of HSQE legislation, regulations, and standards relevant to the railway industry, including but not limited to CDM Regulations, Rail Safety Standards, and ISO 9001/14001/45001.
Proven leadership skills with the ability to inspire and motivate teams, drive change, and foster a culture of safety and continuous improvement.
Excellent communication and interpersonal skills, with the ability to effectively engage with stakeholders at all levels of the organization.
Analytical mindset with the ability to assess risks, analyze data, and develop pragmatic solutions to complex HSQE challenges.
Experience in incident investigation, root cause analysis, and corrective action implementation.
Demonstrated ability to manage multiple priorities in a fast-paced environment while maintaining a high standard of quality and attention to detail.
