Head of Digital, Data and Technology (DDaT)Apply before 3:05 pm on Monday 3rd June 2024Location - ManchesterSalary - £56,462 - £65,169 + benefits (including a Civil Service Pension with an average employer contribution of 27%)Contract type - 1 year fixed term contractAbout the jobOur client leads the Government's work on the future governance of football. In 2021 the government commissioned a Fan-Led Review of Football Governance to explore ways of improving the sustainability of English football in order to protect vital community assets. The Review was published later that year and highlighted the need for reform.The Government published a White Paper setting out a comprehensive plan to introduce an independent regulator for English football clubs to put fans back at the heart of football and help to deliver a sustainable future for all clubs. The Football Governance Bill was introduced in March.Our client was announced alongside the publication of the Bill and is responsible for preparatory work to support the setup of the football regulator.These roles are being recruited on a loan or fixed term basis for 12 months with the possibility to extend. This role will be on an interim basis. Subject to the overall progress of the programme, the intention for this role is to transfer once fully established.Please note that the location of the organisation will be Greater Manchester, an exact location has yet to be determined.Responsibilities include:Developing and owning the Digital, Data and Technology Strategy of the IFRDriving strategic direction of the DDaT function within the IFR both internally and externallyLeading the DDaT function (Defining/managing priorities, work allocation, optimising use of external resource)Owning the organisation wide digital, data and technology roadmap, ensuring it closely aligns with and enabled the regulatory activitiesManaging commercial contracts and relationshipsManaging relationships with government departmentsManaging DDaT Spend Controls and Spend ReviewOwning DDaT risks; accountable to IFR SLTLeading engagement with the football industry on future DDaT integrationBuilding a positive organisational culturePerson specificationEssential requirementsExperience leading the delivery of Digital Data and Technology (DDaT) projects throughout their lifecycleAbility to communicate effectively with a range of senior stakeholdersExperience defining and implementing DDaT policies and processesAbility to deliver at pace in a complex, ambiguous and evolving environmentDesirable skillsSetting up a new organisationExperience delivering systems that support regulatory activityExperience of Contract Management practice that has helped deliver both great value for money and great customer outcomesBehavioursWe'll assess you against these behaviours during the selection process:LeadershipCommunicating and InfluencingDelivering at PaceMaking Effective DecisionsBenefitsAlongside your salary of £56,462, our client contributes £15,244 towards you being a member of the Civil Service Defined Benefit Pension scheme.They value their staff and offer a wide range of benefits to everyone who works there.
