Salary:£49,498 - £51,515 (Grade 14) Staff role.Working Location:Police & Fire Headquarters, Northallerton with hybrid working arrangements and travel to sites throughout the region.Contract:Full time, PermanentThis is a new role, which will play a key part in the leadership of the newly established independent Service Design and Delivery function within North Yorkshire Fire and Rescue Service (NYFRS). These services were previously provided through a collaborative arrangement with North Yorkshire Police, but will be delivered as an independent function within NYFRS moving forward.As the Head of Delivery, Risk and Assurance, you will be responsible for the delivery of efficient and effective data analysis and insight, business assurance, risk management and change delivery services for NYFRS.The role will develop and implement appropriate strategies and change programmes aligned to the strategic aims and priorities of the service, partnering with both internal and external stakeholders to enable the effective delivery of the Fire and Rescue Plan.Summary of duties and responsibilities:Lead and develop a team, making critical decisions as required and delivering an excellent customer serviceOwn the delivery of the Community Risk Management Plan (CRMP) for NYFRSLead on the design and delivery of data and insight, risk and change management and business assurance servicesProvide expert advice on data and insight, risk and change management and business assurance to key stakeholdersLead on the delivery of an effective and proactive business assurance function, aligned to the HMICFRS inspection regimeMaintain an overview of all change activity to ensure a clear understanding of progress and interdependencies, and support the successful delivery of business change aligned to strategic objectives in a planned and consistent mannerDrive continuous improvement and benefits management linked to the delivery of business strategy and change programmesResponsible for the application of appropriate governance systems, to ensure they are used efficiently and effectivelyThe postholder will report to the Director of Service Design and Delivery.EligibilityProven experience of working effectively at a senior management level across multiple business areasProven experience of leading on and advising management at senior level on a broad range of activities, with experience of the Fire and Rescue Service desirableGood working understanding of risk management, business assurance and the inspectorate, and how this relates to the Fire ServiceExperience of delivering large-scale change programmesAbility to demonstrate independent critical thought, innovation and decision makingAbility to build effective working relationships with internal and external stakeholders, and well-developed negotiation and influencing skills, with the ability to constructively challenge senior leadersFor further information, including the full role profile, please head over to our website to view our detailed Recruitment Pack.Closing date for applications 9am Friday 17th May 2024.It’s important to let our candidates know that on the 7 May 2024, employees of the North Yorkshire Fire and Rescue Service (NYFRS) and Officer Of the Police Fire and Crime Commissioner (OPFCC) will transfer to become employees of the York and North Yorkshire Combined Authority (YNYCA).
