Head of Delivery - Building Retrofit

We are seeking a highly motivated and results-oriented Head of Delivery to oversee our building retrofit programme.You will lead the WMCA’s success execution of a three-year single settlement retrofit pilot, currently under negotiation, that will launch in March 2025 and build from this the team’s capacity to deliver against the region’s retrofit ambitions set out in our WM2041 climate change strategy, an ambitious plan targeting net zero carbon emissions by 2041.As a key member of our team, you'll be developing and delivering impactful energy efficiency, heat and renewable energy initiatives targeted at homes and buildings across the West Midlands. Your expertise will be paramount in achieving significant reductions in carbon emissions and alleviating fuel poverty, paving the way for a just and sustainable future for the region.This role offers the chance to collaborate extensively across departments, developing a new delivery team. You'll be at the forefront of establishing new approaches to deliver against regional policy, leaving a lasting impact on the lives of West Midlands residents.What will you be doing?Overseeing a multi-million-pound portfolio of building retrofit initiatives, ensuring exceptional delivery standards, effective project management, and adherence to budgetary constraints.Developing and implementing the retrofit element of the Regional Energy Strategy, leveraging data-driven insights to target programmes strategically and maximise measurable carbon savings and fuel poverty reduction across the West Midlands.Ensuring ongoing funding from national sources by fostering strong relationships and effective delivery partnerships across all areas, including government, social landlords, property managers, commercial partners, internal WMCA teams, local authorities, and the Midlands Energy Hub.Leading a high-performing team, fostering a collaborative and results-oriented environment that optimises team expertise and continuous improvement.Communicating widely and effectively with WMCA leadership and relevant boards, providing regular progress reports and strategic recommendations.Championing innovation by advocating for long-term investment in retrofit solutions and exploring novel approaches and collaborations to address market challenges.Establishing and maintaining strong relationships with stakeholders, including Energy Company Obligation providers, local authorities, and social landlords, to ensure seamless programme delivery and maximise regional impact.Developing and implementing a comprehensive communication strategy in collaboration with the WMCA communications team to raise awareness and garner support for regional retrofit efforts.Monitoring and demonstrating the effectiveness of the WMCA's devolved retrofit pilot to secure ongoing government support and influence national policy development.About youProven track record of successfully negotiating and delivering multiple building retrofit or construction delivery contracts, with a demonstrable understanding of how to minimise risk and maximise impact.Strong strategic leadership experience, with a demonstrable ability to mobilise diverse stakeholders to achieve ambitious goals.Excellent communication, collaboration, and stakeholder engagement skills, with experience navigating political environments and advocating across all organisational levels.In-depth understanding of building physics, construction, or domestic retrofit delivery.Working knowledge of relevant legislation, including either domestic energy management policies (SAP, EPC, ECO, PAS 2035/#####) or non-domestic energy management regulations (MEES), coupled with knowledge of commercial investment models like Energy Performance Contracting.Proficiency in data analytics for effective energy management.A passion for developing and motivating others, encouraging a collaborative and results-oriented team environment.A relevant professional qualification (RICS, CIOB, or equivalent) with a commitment to continuous professional development.How to apply.On clicking ‘apply for this job’, you will be prompted to create an account.
