Head of Capacity ManagementLondon or Manchester (hybrid) ??Competitive Salary plus benefitsThe Data and Communications Company (DCC) is a state licenced delivery body with the remit to implement the GB-wide smart metering infrastructure which will underpin the rollout of SMETS2 standard smart meters to all consumers by the end of 2020. The infrastructure is now live and DCC must ensure that we have the internal and customer facing processes and systems that allow us to operate at scale with our national customer base.We???re looking for an experienced and dynamic Head of Capacity Management who will take accountability to ensure the DCC???s Network Infrastructure is maintained and grows to meet future demand in a timely and cost-efficient manner. The role holder will also ensure the optimisation and traffic management capability of the network delivers customer needs driving efficiency of existing and future network traffic flows.What will you be doing?Lead and motivate a team that is responsible for assuring the short, medium and long-term network capacity from our suppliers and partners to scale their networks in the most cost effective manner, whilst ensuring delivery of an excellent customer experience in line with key performance metrics and indicatorsPresent to our suppliers, in a compelling way, the formal submission of the Demand Forecast, understanding the key drivers of change and their impact to capacity constraints of the networkEnsure that each supplier provides DCC with a timely and informed quarterly assessment, confirming their ability to scale and proposed interventions to augment capacity to service the demand with sufficient lead time to mitigate service riskTake internal ownership of risk and issues to ensure each supplier???s capacity plan can be delivered drawing on support from supplier commercial teams, programme delivery and technology teams where requiredChallenge suppliers on any costs associated with scaling of their network to ensure they are aligned to contractual terms, and that any expenditure is both necessary and cost-effectiveProduce a 5-year cost profile, refreshed quarterly, covering each supplier that shows the expected expenditure forecast, noting any efficiencies made, that will support the DCC Budget Planning processEnsure robust governance is in place and that it is adhered to by all parties both internally and externally to ensure the integrity of DCC???s Network Capacity, so it can meet all performance measures and DCC???s licence conditionsOwn the future strategy and plans for DCC???s Network Capacity Management and Network Traffic Management functions driving continuous improvement in process and governance, and the optimization of the network to service customer demand in the most economical manner.What are we looking for?A person who has strong people leadership, engagement and coaching skills leading to the development of a high performing teamA candidate who is collaborative, inspiring and works well as part of a wider team, and an effective manager of competing priorities and needs from a multitude of stakeholdersA person who will foster key relationships in order to deliver outcomes and ensure robust conversations take place where neededExperience of managing in a matrix environment, influencing business outcomes from a diverse stakeholder group and deliver against the strategic prioritiesA person who has successfully transformed the customer experience within the network planning and capacity management domain whilst ensuring value-for-money and appropriate investmentSomeone who can communicate complex information in a simple and engaging way to non-technical stakeholdersDemonstrated leadership within a highly regulated, CNI network planning rolePrevious Accountability up to C-level stakeholders for the construction of network related budgets, plans and technology interventions to ensure the capacity integrity of CNI across the life-cycle??Has proven experience of developing and embedding large/complex data networks??Managing complex data sets and interpreting demand forecasts and assessing their impact to current and future network capacity needsWorking in a regulated environment e.g. SMART Metering, Energy, Telecoms, Banking/Financial sector and experience of presenting and influencing government and regulatory bodiesExperience of interfacing, negotiating influencing tier-1 suppliers of CNI with support from commercial and supplier management teamsAppreciation of Cloud Technologies (GCP, AWS etc) and the potential evolution and benefits of applying network planning and capacity planning techniques within this domainAbout the DCC:At the DCC, we believe in making Britain more connected, so we can all lead smarter, greener lives.
