Fleet Services Project & Programme Officer

�27.79 PH inside IR35 36 hours PW





You will be supporting all aspects of programme delivery from initiation to evaluation, including establishing appropriate governance structures, enabling effective decision making and working closely with stakeholders.�



As a Project & Programme Officer in Fleet Services, you will play a key role in supporting ambitious transformation programmes and coordinating a programme of complex projects and change management activities across the Service.



Reporting directly to the Fleet Business Manager, you will be supporting all aspects of programme delivery from initiation to evaluation, including establishing appropriate governance structures, enabling effective decision making and working closely with stakeholders.



You will also support Fleet Services in delivery of distinct task and finish projects in keeping with the fleet replacement and transformation programmes.



Responsibilities:





  • Support the Fleet Manager in the development and delivery of a transformation programme that coordinates projects and their interdependencies, ensuring that the desired benefits are maximized. Develop and steer own work programme in conjunction with line manager.




  • To work as directed in delivery of task and finish projects including but not limited to minor process redesign and implementation, IT and digital service improvements, reporting methodologies and outputs. Supported by specialists if required.




  • Act as project lead in collating required tasks and specialist owners, their activities and outputs. Supporting and delivering independently wherever possible.




  • Independently make recommendations for action contained in individual projects including balancing of competing needs and priorities.




  • Support project management functions, including the development and maintenance of project documentation, including action logs, project plans, risk registers, briefings and reports ensuring effective quality assurance and overall programme integrity.




  • Utilise skills to co-ordinate and manage relationships and activities, where necessary, of other staff, consultants and contractors. Collaborate independently with stakeholders, demonstrating confidence and credibility to engage in constructive discussions.




  • Deliver an administrative function including, but not limited to producing and reviewing Terms of Reference, preparing agendas, drafting board papers and member briefings, minute taking, and documenting board meeting actions.




  • Participate in the design, planning and implementation of a coherent and credible programme, proactively monitoring progress, identifying and mitigating risks, and implementing corrective actions as needed.




  • Utilise digital technologies particularly the Microsoft suite of software programmes




  • Contribute to the establishment and maintenance of governance arrangements for programme delivery, defining clear roles, responsibilities, and accountabilities.




  • Work collaboratively with colleagues across the client and with external stakeholders, providing assistance and coordination to ensure the successful execution of projects on other key programmes.




  • Work across the multiple programmes, projects, divisions and departments as directed if required.







Job context





  • This Officer position is part of the Traded Services Division within the Environment, Neighbourhoods, and Growth department.




  • Traded Services contains Business Units which deliver fleet services, street lighting, pest control services, sign and steel product fabrication workshops, parks and play equipment maintenance and many more services to the internal market.




  • The Officer will work closely with the business managers and the Head of Service to support the delivery of transformation programmes fostering positive change and continuous improvement within the Environment, Neighbourhoods, and Growth department.





Experience:





  • Experience in supporting the delivery of a project(s) lifecycle, including documentation management (e.g. PID, RAID, highlight report etc.).




  • Competent at organising and carrying out project work and mainstream duties around objectives and deadlines.




  • Good knowledge of tools and techniques for planning, monitoring, and controlling projects.




  • Competent use and application of Microsoft Office tools, including but not limited to SharePoint, Outlook, Excel, PowerPoint, and Word.




  • Analysing data, insight, and evidence to understand a problem before recommending a course of action.
