Financial Services Manager- Band 6 Permanent- 37.5 hours per weekAn exciting opportunity has arisen within Tameside & Glossop Integrated Care NHS Foundation Trust. We are looking to recruit a Band 6 Financial Services Managerto join our Financial Services Team.The successful candidate will assist in the provision of the Financial Services and to ensure stakeholders including service users receive relevant, accurate and timely financial advice and information.Main duties of the jobTo assist in the provision of the Financial Services and to ensure stakeholders including service users receive relevant, accurate and timely financial advice and information.Responsibility for the following functions:Accounts PayableAccounts ReceivableCharitable FundsTreasury ManagementTechnical AccountsCapitalTo assist in ensuring the Financial Services section works to robust documented financial procedures, in order to process all relevant financial transactions with completeness, accuracy and timeliness.To act on issues of non-compliance with financial procedures in order to remove weaknesses and improve control systems.Responsibility for the preparation of appropriate Annual Accounts notes and FTC submissions.Responsibility for the preparation appropriate data for inclusion in the Trust's NHSE returns.To be an active member of the FSD/FFF steering group.About usTameside and Glossop Integrated Care NHS Foundation Trust serves a community of 250,000 people across Tameside & Glossop. SystemsManage and plan the teams workload including the management of stakeholder expectations to ensure consistent and quality service levelsDelegate appropriate duties and responsibilities to staff and provide a clear brief and relevant supportMonitor the quality of outputs, set quality targets and ensure staff set objectives for improving the quality of their workDefine and document financial procedures to support the above responsibilities, including the design, setting and monitoring of quality and performance targetsSeek to minimise transaction costs whilst balancing the need to provide a quality servicePromote lean, effective working without compromising the requisite quality of serviceEnsure all support staff receive adequate on-the-job training and coaching in the functions allocated to themProvide training to financial and non-financial managers on an informal and formal basisEnsure all transactions processed via the Financial Services Team are in compliance with the Trusts Standing Financial Instructions (SFIs) and Financial Procedures, ensuring stakeholders understand and adhere to them including the development and presentation of appropriate training coursesEnsure any breaches of SFIs are recorded and reported including details of appropriate action taken to negate the risk of recurrenceCommunicate and action Internal and External Audit recommendationsEnsure the offices are secure and appropriately staffed at all timesAccounts PayableEnsure prompt and accurate payment is made to all suppliers and adequate controls are in place across the several payment systems used by the TrustEnsure accruals are identified in accordance with the monthly timetable and journals are raised as appropriateLiaise with the Trusts external VAT consultants to ensure VAT is recorded and reclaimed from HMRC correctlyResponsible for overseeing the preparation and reconciliation of the Agreement of Balances (Payables) in line with the national timetable and guidanceAccounts ReceivableEnsure processes are in place to account for all income due to the Trust and to resolve any outstanding debts promptlyLiaise with the Trusts external VAT consultants to ensure VAT is recorded and paid to HMRC correctlyEnsure prepayments are identified in accordance with the monthly timetable and journals are raised as appropriateEnsure access levels to the AR ledger are set to appropriate levels and reflect segregation of duties requirementsResponsible for overseeing the preparation and reconciliation of the Agreement of Balances (Receivables) in line with the national timetable and guidanceEnsure prompt completion of NHS Debtors Scheme return to Department of Health and Social CareCharitable FundsIn liaison with the Assistant Head of Financial Services Be a source of expertise and advice on CF accountingAssist in the production of the Annual Returns as appropriate for submission to The Charity CommissionAssist in the production of reports and related papers for presentation to the Trusts CF CommitteeTreasury ManagementResponsibility for the timely review of cash books and bank accounts to ensure reconciliation in accordance with the reporting timetableReview cash flow requirements to facilitate investment in line with Treasury policyEnsure funds are invested in line with Trust policy and interest received is accounted for and reported appropriatelyEnsure authorised bank signatory mandates are reviewed and up-dated as requiredBe an Authorised Signatory on Bank MandatesEnsure access levels to the Cash Management system are set to appropriate levels and reflect the need for segregation of dutiesResponsibility for the reporting of Losses and Special Payments.Responsibility for the preparation of reports and related papers for presentation to the Audit Committee.Responsibility for the preparation of reports and related papers for presentation to the Board.Ensure control is maintained over petty cash balances and imprest accounts.Ensure access levels to the Cash Management ledger are set to appropriate levels and reflect segregation of duties requirements.Ensure that cash plans and forecast are kept up to date and appropriate level of cash is maintained.Technical AccountsResponsibility for management of the Trusts Balance Sheet including the timely completion and review of all reconciliationsEnsure the Payroll interface and related reconciliations are performed and reviewed in line with reporting deadlinesResponsibility for management of procedures and policies, with improvement to processes as required in line with SFIs and audit requirements to ensure effective use of resourcesLiaise with the Trusts external VAT consultants to ensure all VAT transactions are recorded and claimed from HMRC accuratelyBe the finance specific point of contact for HMRC visits and enquiriesPrepare all reports as required to assist in the completion of the Trusts monitoring returnsDevelop and maintain timetables for all routine and cyclical work within the Financial Services team, ensuring outputs are clearly defined and financial procedures support their productionResponsible for the preparation and reconciliation of the Agreement of Balances Income and Expenditure, in line with the national timetable and guidanceCapitalEnsures day to day capital transactions are completed in line with relevant procedures and that the appropriate records are accurate and up to dateRecords correctly the procurement of assets on the ledger, in the balance sheet and in the asset registerAccounts for the disposal of assets correctly, ensuring they are removed from the asset register and conducts an annual asset verification exerciseEvaluates the life of an asset when it is entered onto the asset register and at the point of disposal, assesses whether there is any residual life/value and evaluates the implications of thisChecks that the depreciation charges associated with an asset have been calculated correctly and posted to the ledger.SECTION 2- KNOWLEDGE AND SKILLSExcellent communication skills both written and verbalExcellent IT technical
