Tate recruitment is currently working alongside a local authority in Borehamwood recruiting for a Financial Services Manager to support on a 6 month temporary basis.

Main Purpose of the Job:

As the deputy to the Council's Chief Financial officer, the Financial Services Manager supports statutory duties under the Local Government Finance Act 1988. Responsible for expert financial advice, strategic support, and efficient operational management of financial services.

  • Indirect Reports: 11

Main Duties:

Strategic Management:

  • Support Chief Financial Officer and deputise when required.
  • Collaborate on financial strategy, procedures, and balanced budget.
  • Contribute to corporate policies and strategies.
  • Support change and continuous improvement initiatives.
  • Build positive relationships with internal and external stakeholders.

Managerial Duties:

  • Direct and lead the finance team, ensuring timely and accurate service delivery.
  • Work closely with HoFBS for strategic development and lead procedural improvements.
  • Deputise for HoFBS and make decisions across Finance and Business Services.

Financial Services Duties:

  • Provide expert advice to elected members, senior officers, regulators, and stakeholders.
  • Offer strategic and operational financial support across all service areas.
  • Manage the annual budget process and related financial data.
  • Oversee day-to-day management accounts and performance monitoring.
  • Manage preparation of the Council's Annual Statement of Accounts.
  • Operational responsibility for Treasury Management function.
  • Ensure compliance with legislation, government requirements, and HBC policies.

Operational Oversight:

  • Monitor the operation, maintenance, and integrity of financial systems and records.
  • Oversee financial services, including Payroll, Purchase and Sales Ledger, General Ledger, Insurance, Risk Management, Banking, and VAT.
  • Collaborate with Revenues and Benefits Manager on local tax revenue collection.
  • Manage the development and delivery of finance and business intelligence information.
  • Lead major projects directed by HoFBS, including financial project options appraisal.
  • Attend various meetings on behalf of HoFBS.
  • Liaise with Internal Auditors for auditing financial controls, systems, and processes.
  • Ensure effective Risk Management within Finance and Business Services.
  • Be the Council's main contact for the shared Anti-Fraud service.
