£500 per day
Location : Somerset – 1 day per week in the office
Are you ready for a challenging role in finance leadership? Cameron Kennedy has partnered with a council in the Southwest. You'll play a pivotal role in reshaping the financial future of the council.
With responsibility for the development of the Council's Medium Term Financial Plan and production of the Revenue Budget and Capital Programme, this role offers a unique opportunity to make a significant impact.
Key Responsibilities:
Forecasting the Council's income and expenditure over multiple years to identify budget gaps and inform the Medium-Term Financial Plan.
Expertly modelling complex funding mechanisms like the Business Rates Retention Scheme to maximize benefits.
Developing the multi-year capital programme and identifying sources of funding, including borrowing and developer contributions.
Coordinating the Council's Budget Monitoring process, ensuring accurate monthly Revenue monitoring to Cabinet & SLT.
Developing a methodology to assess the level of reserves the Council should hold.
Recruiting and developing apprentices within Finance, fostering their growth through rotation within the Finance Team.
Liaising with District Councils on precepts and payments of Council Tax and Business Rates, including the production of Council Tax leaflets.
Conducting financial analysis of key funding items like Council Tax to make projections for future years.
Serving as the financial lead for, managing spending plans and acting as Deputy s151 Officer.
Completing financial returns to the Government on the Council's budget and planned spend.
Requirements:
Fully qualified CCAB Accountant with experience in a complex organization.
Exceptional analytical skills and ability to interpret complex financial issues like the Business Rates Retention Scheme.
Dimensions of Role:
Annual revenue budget of over £800m and capital programme of over £400m.
Business Rates Retention scheme with annual income over £80m.
management of 4 staff and indirect management across the Finance Directorate.
