This role is accountable to the Chief Executive and is a full voting member of the Board. You will ensure the Trust has an effective financial strategy and ensures a professional financial, management, accounting and compliance framework. You will also provide the Board with financial advice to ensure the effective planning and use of resources within a framework of robust financial governance. As an executive board member, you will contribute to the wider strategy, performance and development of the Trust.However, this is also a role with a broad remit precisely how broad will depend on you. Currently, beyond leading the finance and business intelligence functions, the post holder takes responsibility for digital and informatics teams, and for our estates function.Main duties of the jobFor this role you will need to be a chartered accountant with experience at or close to board level in a complex patient-facing or customer-facing organisation, preferably within the NHS but we are interested in talking to others from public facing organisations. You will be used to leading finance teams as well as developing systems, processes and governance that result in demonstrable achievements. We deliver services in people'shomes, in schools, in health care clinics, in hostels, prisons , GP practices, hospitals and youth offending settings. We work with all ages and we have a unique partnership with the Leeds GP confederation, three of our director roles are joint across both organisations. We are the glue in the centre of the health and care system in Leeds, working in partnership and formal alliances with the patients and their family and carers, all health and care providers, the council and third sector partners from major charities to small community groups. We are part of Team Leeds and a key partners in the WY ICS.Job descriptionJob responsibilitiesThe Executive Director of Finance is accountable to the Chief Executive and is a full voting member of the Board. The post holder ensures the Trust has an effective financial strategy and ensures a professional financial, management, accounting and compliance framework.The post holder will provide the Board with financial advice to ensure the effective planning and use of resources within a framework of robust financial governance. As an executive board member, the Executive Director of Finance will contribute to the wider strategy, performance and development of the Trust.The post holder also has Board level responsibility for a range of other corporate services.The post holds executive accountability for the following functional areas:With the Finance team: Financial Strategy and Performance Long term financial planning Financial Management and Control Financial Services CIP/waste reduction programme and delivery Audit Procurement/Supplies Commissioning and Contract negotiations Charitable Funds Capital Programme prioritisation and financial managementWith the Informatics Team Digital Strategy development and implementation Information Services Clinical systems development and management Business Intelligence Information Governance (the Executive Director of Finance will be the Senior Information Risk Owner (SIRO) Performance management reportingWith the Facilities Management, Risk and Safety team Facilities management services, including but not limited to cleaning, catering and waste management Facilities management regulatory compliance Risk Management and Safety services including but not limited to fire and security management Corporate risk management frameworks, systems and procedures across the Trust Leadership of health and safetyWith the team provided by Community Ventures Leeds Estate strategy development and implementation Estate management servicesWith the Corporate Planning lead Annual corporate planning and progress reportingPerson SpecificationExperienceEssential
Experience and track record as a senior manager within a large complex patient-facing organisation at, or reporting to, Board level. Experience of leading and developing finance teams, systems, processes and governance with demonstrable achievements Experience of leadership of non-financial functions and/or an ability to demonstrate the skills to do so. Experience of major change within a patient or customer facing organisation, preferably within the NHS. Evidence of successful partnership working with other health, care, and partner organisations.
