Job / Role Title:                Pre Construction & Estimating Manager

Location:                            London Bridge – Brighton

Reporting to:                     Commercial & Operations Manager

Salary & Package


  • £85,000 per annum.
  • Expenses – all travel for work purposes covered.
  • Holiday – 20 days plus bank holidays + 3-5 days for Christmas shutdown.
  • Hours – 7:30 – 5pm Monday to Friday
  • IT – Company laptop and phone provided.
  • Pension – Empoyee 4%, Employers 3%, 1% tax relief.

Our client:


  • Is an experienced regional contractor delivering new build, design and build and refurbishment solutions to both the public and private sector throughout London and the South-East.
  • They specialise in education, commercial, healthcare, super-prime residential and cladding remediation projects across which we have developed an extensive portfolio of successfully delivered projects.
  • Our client were set up to provide a Tier One Contractor approach to managing a project professionally and safely to small and mid-size regional projects. Their first projects were carried out within the educational and residential sectors, where we have developed a strong portfolio.
  • They then expanded their expertise to deliver high-rise and multi-unit façade remediation works; providing cladding and render replacement to buildings in both London and the South-East
  • They aim to have a controlled £50 million turnover by 2025.

Main Purpose & summary of role:


  • To support the generation of profitable tenders for authorization and submission, in order to maximize the order pipeline and its conversion into market share, revenue and operating profit within the business unit.
  • To estimate the costs of projects in order to meet or exceed customers’ requirements. To determine contractual, financial, technical and operational risks and to find opportunities to minimize risk and maximize gross profit. To support the fulfilment of the pipeline of contracts safely, on time, and to the required quality while maximizing gross profit and customers' satisfaction.
  • To implement all policies including those for SHE and risk management. To promote values towards its customers in order to meet or exceed their expectations and fulfil the vision of becoming the most highly respected company in the industry.

Main Duties:


  1. Regular checking of notice boards and on-line sources for tender notifications
  2. Responsible for the timely planning, management and completion of quality submission
  3. Read, understand and extract the key bid requirements from the documentation received and communicate with all parties via Tracking Sheets; Planning and Review meetings.
  4. Produce ‘win strategy’ for tender bids.
  5. Plan, produce and co-ordinate detailed, accurate and bespoke tender return documents in accordance with the tenderers instructions and bid requirements.
  6. Prepare tender notification forms to inform Directors, Estimating and Marketing Team of recently received tender. To enable our adjudication of our intentions to bid.
  7. Identify and communicate evaluation criteria to question specific scores issued to CBG
  8. Development of both internal and external relationships in association with the bid process
  9. Maintaining accurate records of tender expected dates, liaising with estimating
  10. Identify opportunities to enhance and improve the process.
  11. Identify company USP’s and competitive advantage and ensure these are fed into bids.
  12. Liaison with estimators on tenders for any price/quality synergy and timing of submission
  13. Liaison construction team (Operations & Contracts Managers) for any logistical and delivery thoughts for submission
  14. Liaison with planner throughout tender period for the production of the programme and method statements and ensure that this is in line with pricing strategy.
  15. Review all bids prior to submission to check relevance, quality and accuracy
  16. Manage site visit or interview requirements, identifying a ‘Contracts Manager or Operations Manager’ to aid the process
  17. Compiling, updating and sharing a library of submission information.
  18. Maintain library of photos, case studies, CV’s and method statements
  19. Ensure company information is up-to-date.
  20. Utilising InDesign or equivalent software to produce high quality bid documents.
  21. Best visual representation - detailing logistics ideas in a clear graphical manner.
  22. Arranging for the safe delivery of tenders in timely manner.
  23. Management of follow-ups with Clients to secure accurate feedback.
  24. Maintaining accurate records relating to win/loss rates, sourcing feedback for improvement
  25. Provide material to support post tender interviews and provide administrative support where required.
  26. Maintaining tender record including ‘tender tracker’; chasing tendering decisions and requesting feedback
  27. Aiding the marketing department in the production of PPQ returns
  28. Production of graphical information for Marketing Events.
  29. Producing ‘ Company Introduction Portfolios’ for Directors visiting new business opportunities
  30. Maintain diary arrangements for site visits, interviews, kick off meetings and finalisations.

Skills, attributes and Qualifications;


  1. IT literacy including Word, Excel, Email
  2. Minimum HNC or HND qualification (preferred)
  3. Membership level RICS or CIOB, NVQ level 4 or a proven history of relevant experience.
